CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, and Terry Gerber.  Also present were Vickie Marchant, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege. Absent was Terry Morris.

AGENDA VERIFICATION

                Clerk Waege verified that on April 19, 2024, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and Post Office. There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Schmidt to approve the minutes of the Regular Board Meeting of April 8, 2024 and Special Board Meeting of April 16,2024.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Vickie Marchant was present and thanked the Public Works Committee  and Village Board for moving forward with the Pickle Ball Courts, by purchasing four sets of portable nets.  President Burtness thanked Marchant for attending.

                None.

NEW BUSINESS

                Resolution R-2024-04 Individual Board Member Conduct.  President Burtness provided Resolution R-2024-04 that offers suggestions for Individual Board Member Conduct.  President Burtness explained that his intention for this is to provide guidance, especially for new board members.  Egregious board member behavior, such as ongoing willful open meetings law violations are already enforceable by state law, for instance.  This Resolution will help prevent problems from occurring, hopefully. This Resolution offers clarification on how board proceedings are put in place. 

Definition of an Ordinance - enforceable village laws that pertain to all residents, board members and village staff.  Definition of a Resolution - guidance for operating such as committee assignments or declaration of support for both village matters and outside topics such as honoring people who we recognize as having significant contributions to quality of life in the state/county.  The Village Handbook including supplements - addresses expected behavior of village employees and their expectations of us as a village, i.e. wages and benefits.  Motion by Tuffree, seconded by Gerber to adopt Resolution R-2024-04 which offers guidelines for Individual Board Member Conduct.  Motion carried.

TREASURER REPORT

                Motion by Myers-Alstat, seconded by Tuffree to approve the March Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Schmidt to approve the vouchers with a check range of 36979-36998.  Motion carried.

 VILLAGE PRESIDENTS UPDATE

  • Destination Imagination is having a meat raffle Friday the 26th at legion from 6:00 pm -9:00 pm to raise money for their Global Competition in Kansas City in May.  They are trying to raise $16,500 to send 3 teams to the competition.

  • Parkview Players will be performing the musical Grease on April 25th – 28th – The 25th – 27th times are 7:30 p.m. and on the 28th it is at 2:00 p.m. – tickets will be available at the door if you aren’t able to get them ahead of time.

  • Footville Fire/EMS Breakfast Saturday, April 27, 2024 from 6:30 a.m. – 11:00 a.m.

  • Orfordville Fire/EMS Pancake Breakfast Saturday, May 4th 2024 from 6:00 am – 11:00 a.m. at the fire station.

  • Orfordville Rummage Sales Saturday May 4th, 2024.          

  • The first Farmers Market of the season along with the FFA Flower sale for Mother’s Day at the market lot across from the Village Hall on Saturday, May 11th from 9:00 a.m. – 1:00 p.m.
