CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Nick Howard, Beth Schmidt, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Paul Latjer, Attorney Mike Hahn, Engineer Ben Heidemann, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.   Absent was Cami Myers-Alstat.

AGENDA VERIFICATION

                Clerk Waege verified that on January 19, 2024, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Schmidt to approve the January 8, 2024 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Paul Latjer of 108 S. Center Street was present.  Latjer explained that he purchased his home without doing his research, and will now be selling his home. Latjer explained that he has two weeks remaining, based on his letter from Chief Burdick, and will need more time to get the house sold.   Chairman Burtness explained that the board cannot take action as the item is not on the agenda.  Latjer explained that he will be gone as soon as he can sell his home.

                None.

NEW BUSINESS

                Operator License.   Motion by Gerber, seconded by Tuffree to approve the Police Committee recommendation to grant an Operator License to Clifton Lesnik to expire June 30, 2024.  Motion carried.

                Bid on Water Tower Painting Project.  Ben Heidemann from Town & Country Engineering was present to  explain the bids.   Heidemann explained that the Public Works Committee reviewed the bids at the meeting earlier.   Heidemann explained that the low bid was from LC United Painting Co. Inc.   The project is a result of the DNR water inspection.   Heidemann explained that the base bid from LC United Painting Co Inc is for $296,000.00, with an addition of $30,000.00 for Additives 1-4.   Heidemann reminded the board that the project will be financed through the Wisconsin DNR Safe Drinking Water Fund Loan.   Motion by Gerber, seconded by Schmidt to approve the bids from LC Untied Painting Co. Inc. for $296,000.00, and add Additive items 1-4 for an additional $30,000.00 to total $326,000.00.   Roll Call Vote- Howard, Schmidt, Tuffree, Gerber, Knox, and President Burtness-all YES.  Motion carried.

                Amend Resolution R-2023-08.  Motion by Gerber, seconded by Howard to amend Resolution R-2023-08 to add the hourly wage for Luther Johnson ($21.00 per hour), part time officers ($30.00 per hour) and part time sergeant ($31.00 per hour).  Motion carried.

                Personnel Policy Amendment for Comp Time.    DPW Director Todd explained that he would like his full time employees to have the option of Comp Time, in lieu of being paid overtime.  DPW Director Todd provided President Burtness with the amendment, which President Burtness read to the Village Board.  Discussion held on changes to what was proposed.   Motion by Tuffree, seconded by Gerber to add the following to the Personnel Policy “Employees can have a maximum of 40 hours of comp time.  You can only use a maximum of 40 hours in a calendar year. This is the equivalent of 26.5 hours of overtime.  The employee would convert 1 hour of overtime to 1.5 hours of comp time until 40 hours of comp time has been reached. Comp time earned will be available after payroll has been submitted to the clerk on the following pay period.  Comp time can only be used in full or half day increments.  Comp time usage requires Department Head approval.  Comp time is only available for full-time hourly employees.  In the event of employee termination, accrued comp time will be paid out at the current hourly rate.”  Motion carried with Knox voting no.  

TREASURER REPORT

                Motion by Tuffree, seconded by Gerber to approve the December Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Schmidt to approve vouchers with a range of 36631-36670.  Motion carried.

VILLAGE PRESIDENTS UPDATE

                President Burtness updated the Village Board on the following:

  • A very generous donation for the VetsRoll Fundraiser was received.   The donation consists of 8 Packer Tickets and a private jet from Janesville to Green Bay for the game.  American Legion Post 209 will host the Vets Roll Fundraiser on February 10th, doors open at 5:30 p.m.  There will be food, silent auctions, raffle baskets, 50/50 money raffles, meat raffles, and the announcement of the medallion winner.

  • There will be an informational meeting for the Highway 213 repaving project from Highway 11 to Highway 59 on Wednesday, January 24th from 4:30 p.m. to 6:00 p.m. at Creekside Place in Evansville.  The project will take place in 2026.

  • A Blood Drive will be held at the Footville Church of Christ on Wednesday January 24th.

  • A Blood Drive will be held at Luther Valley Church on Wednesday January 31st from 3:00 p.m. to 7:00 p.m.

  • Congratulations to Parkview-Albany wrestlers Wes Egan and Sam Schwengels on 100 wrestling wins!   Both of these young men are people we can be proud of!

  • Parkview School District is looking for families with children born on August 31, 2019 or later. If this is you contact the school to  help us get your little ones enrolled.  The goal is to get future Vikings enrolled and on the future student list so that the school can communicate with parents when it comes time for Birth to 4K information.  

  • Movie night at the Orfordville Public Library is the first Friday of each month - February - June! – 4 pm

  • “ Fire Department/EMS news!   The Orfordville EMS provided its first paramedic intercept with Footville EMS yesterday. The patient was in cardiac arrest and was transported with a pulse. By all accounts the call went smooth and saved around five minutes of response time vs Janesville Fire.   This is absolutely a huge milestone for our department. We should all be incredibly proud of how far we have come.”
