Regular Board Meeting

CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips, Tina Suiter Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Kerry Knutson, DPW Director Nick Todd, Chief Brian Raupp, and Clerk Sherri Waege.

Social Distancing guidelines were followed as recommended for COVID19.

AGENDA VERIFICATION

                Clerk Waege verified that on May 21, 2020, copies of the agenda were delivered the President and Trustees; and posted at the Village Hall, Library, and the Post Office.   There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Knox to approve the May 11, 2020 Regular Board Meeting Minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

VILLAGE PRESIDENTS REPORT

                President Phillips explained that there was nothing new to report.

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Operator License.  Motion by Tuffree, seconded by Gerber to grant an Operator License to Staci McCarthy to expire June 30, 2021.  Motion carried.

                R-2020-06 Compliance Maintenance Annual Report.   DPW Director Todd explained the annual CMAR report which is the annual graded report for the wastewater treatment plant.   DPW Director Todd explained that the Village has an A due to the upgrades done at the wastewater treatment plant.  DPW Director Todd explained that the main thing left to work on is lining the manholes.  Motion by Tuffree, seconded by Boyce to adopt Resolution R-2020-06, the Compliance Maintenance Annual Report for the wastewater treatment plant.  Motion carried.

                Outside Consumption Request of Kerry Knutson.  Kerry Knutson was present to request outside consumption for Knutes Bar & Grill at 206 E. Beloit Street.  Knutson explained that the 25% capacity restriction is difficult to comply with.   Knutson explained that he gets a lot of people that arrive on bikes that can use a lot of his capacity inside.   Knutson would like to be able to use the area by the volleyball courts during the COVID 19 pandemic so he can serve more people.   Knutson added that he is getting a lot of traffic from Illinois as they are still not open to the public.   Chief Raupp explained that his main concern is carrying beverages through the parking lot area.   Chief Raupp explained that parking areas are a big concern with the state.  Knutson explained that he can have the alcohol served outside to avoid carrying alcohol in the parking lot.   Chief Raupp added that it is up to the board if they want to amend the current license, and that the board may be setting a precedence by allowing it.   Chief Raupp added that he felt that Knutson was doing a good job and understands that he doesn’t want to have to turn away customers.  Boyce explained that Knutson has done a lot for the community and that the Village should work with him to give back.  Motion by Schmidt, seconded by Gerber to allow outside consumption until 8:00 p.m. Monday through Sunday in the outdoor picnic table area until October 31, 2020 which will assist Knutson with following the Public Health Guidelines.  Motion carried.

                Amend Resolution R-2020-04 Committees and Appointments.   President Phillips explained that Knox questioned his removal of his appointment on Board of Appeals, as his term was not up.   President Phillips explained that he does not agree with having Board Members with two year terms serving a three year term on Board of Appeals.   President Phillips explained that he checked with Attorney Michael Oellerich who advised Phillips that the appointed people should fulfill their term that they were appointed to.   President Phillips further explained that board members can be members of the Board of Appeals, but could have a conflict of interest if they also serve on the Planning Commission.    President Phillips further explained that he will be replacing the board members who serve on the Board of Appeals with residents when their term expires.  Motion by Boyce, seconded by Schmidt to amend the Committee Resolution R-2020-04 to reinstate Knox as a member of the Board of Appeals and to appoint Tina Suiter Meyers as an alternate.  Motion carried.

VOUCHERS

                Motion by Boyce, seconded by Schmidt to approve the vouchers.  Motion carried.

ADJOURN

                Motion by Knox, seconded by Gerber to adjourn at 7:27 p.m.  Motion carried.
