CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Attorney Mike Hahn, Assemblyman Clinton Anderson,  Tayna Burtness, Sam Mazzarisi, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Cami Myers-Alstat.

AGENDA VERIFICATION

                Clerk Waege verified that on June 23, 2023, copies of the revised agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, Bank of Brodhead, and the Orfordville Post Office.  There were no additions made to the revised agenda.

MINUTE APPROVAL

                Motion by Boyce, seconded by Gerber to approve the June 12, 2023 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

UNFINISHED BUSINESS

                Class “B” Fermented Malt Beverage and “Class B Intoxicating Liquor License” to Villa Pizza and Family Restaurant.  Sam Mazzarisi was present to request he be granting the license for Villa Pizza at 214 Viking Drive.  Mazzarisi explained that he is not ready to open  yet, and is working with a potential buyer for the property.  Mazzarisi further explained that he has to have this license as his building has no value without it.   Attorney Hahn reviewed the Village ordinance and did not see where there was a time limit regarding  how long the license can be held when the license is not in use due to a business not being open.  Attorney Hahn explained that the City of Janesville allows 270 days.  Assemblyman Clinton Anderson was present and explained that he believed that the City of Beloit allows a six month period.   Motion by Boyce, seconded by Gerber to grant the Class “B” Fermented Malt Beverage and “Class B Intoxicating Liquor” license to expire June 30, 2024 to  Salvatore Mazzarisi for Villa Pizza & Family Restaurant at 214 Viking Drive , and to issue a time period of six months to open the business.  Motion carried.

NEW BUSINESS

                Dickson Street Closure of Market Days.  Tayna Burtness was present and explained that she is planning on fitting all her vendors in the parking lot across the street from the Village Hall.  Tayna Burtness further explained that she would like permission to close a portion of Dickson Street in the event that she does not have the vendor space in the lot.   Burtness added that she will keep the street open for parking if she does not need to use it for vendor space.  Motion by Knox, seconded by Schmidt to approve the Dickson Street closure request of Tayna Nyman for July 15, 2023 and August 19, 2023 for Market Days from 7:00 a.m. to 2:00 p.m.   Motion carried.

                Resolution R-2023-07 Compliance Maintenance Annual Resolution.  DPW Director Todd explained the annual Resolution for the Wastewater Treatment Plant.  Motion by Knox, seconded by Gerber to adopt Resolution R-2023-07 to approve the Compliance Maintenance Annual Report for the Wastewater Treatment Plant.  Motion carried.

                Purchase of Two New Trucks for the Public Works Department.   DPW Director Todd provided bids for two new trucks, one bid is for a Chevrolet and the other bid is for a Ford.   The truck for the Sewer Utility would be $49,871.00 , the truck for the Water Utility would be $47,581.00 as the water truck would need a different box for tool storage with an additional cost of $15,00.00 to $17,000.00.  DPW Director Todd explained that he has the money at the State Trust Fund to purchase the trucks outright, but would prefer to finance through the State Trust Fund.  DPW Director Todd further explained that he would like to keep the money at the State Trust Fund in the event that an unexpected repair needs to be done.  DPW Director Todd further explained that he will be hiring an additional part time employee, and then would have five trucks, one for each employee.

                Motion by Tuffree, seconded by Boyce to purchase a 2024 Chevrolet Silverado 2500 for the Sewer Utility at a cost of $49,871.00, and a 2024 Chevrolet Silverado 2500 (without the box) for the Water Utility at a cost of $47,481.00 and to finance the vehicles with a loan through the Wisconsin State Trust Fund.   Motion carried with President Burtness abstaining.  Motion carried.

                Part Time Employee for the Department of Public Works.   Motion by Boyce, seconded by Schmidt to hire John Martinson for a part time public works position.  Motion carried.

                Todd advised the board that the Village has been dealing with substantial vandalism to Purdy Park.  The  Concession Stand received damage on the steel siding and electrical box from a minor taking a hammer to the building.  The second incident is when a fire was set in the men’s bathroom.  There is electrical damage and a restoration company will have to come in for the smoke damage.  Clerk Waege filed claims for both with the insurance company.   Chief Burdick was present and explained that the concession stand incident is an ongoing investigation and he was able to get a confession from the minor that set fire to the men’s bathroom.

                Nuisance Ordinance 225-4.  Clerk Waege explained that the village licenses Gaming Machines and the ordinance considers gambling machines a public nuisance if not part of a state approved program.  Attorney Hahn explained that we could remove it from the ordinance or we could leave it as is, as the state approves of up to five machines per establishment.  No action was taken.

TREASURER REPORT

                Motion by Tuffree, seconded by Boyce to approve the May Treasurer Report. Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Tuffree to approve the vouchers with a check range of 35879-35898.  Motion carried.

VILLAGE PRESIDENT UPDATE

                President Burtness explained the following:

  • A reminder that the Library Facebook site is still down, but events are listed on the library’s website at https://www.als.lib.wi.us/OPL/

  • Village website and calendar of events continues to improve, but we still need your help in keeping it updated with the current events.

  • Thank you to all who donated the flowers for the pots to improve our downtown.  Thanks to those who donated their time to plant them, including the Parkview students who planted them in the pots at Purdy Park, Spring Street and North Center.
