CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Attorney Michael Hahn, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Cami Myers-Alstat.

AGENDA VERIFICATION

                Clerk Waege verified that on August 25, 2023, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, Orfordville Bank of Brodhead, and the Orfordville Post Office.  There were no additions to the agenda.

MINUTE APPROVAL

                Motion by Geber, seconded by Tuffree to approve the minutes of the August 14, 2023 Regular Board Meeting, and August 24, 2023 Special Board Meeting.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Amend Resolution R-2023-02.   Motion by Boyce, seconded by Gerber to appoint Darla Grenawalt to the Law Enforcement Committee, pending written confirmation of the vacated position.  Motion carried.

                Amend Fire District Contract.  President Burtness explained that the current contract does not specify what valuation to use for determining each municipalities levy.    Clerk Waege explained that the state provides equalized valuations for each municipality, as assessed value valuations percentages vary year to year for each municipality.  Clerk Waege further explained that school districts also use equalized value when determining the annual levy, so it is assessed fairly or equally.   Motion by Boyce, seconded by Tuffree to amend the Fire District Contract so that it states β€œin an amount equivalent to 1/3 equalized valuation, 1/3 population, and 1/3 call activity based on a five year average.”  Motion carried.

TREASURER REPORT

                Motion by Gerber, seconded by Tuffree to approve the July 2023 Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Boyce to approve the vouchers with a check range of 36084-36101.  Motion carried.

VILLAGE PRESIDENT UPDATES

  • The annual Block Party will be at 5:30 p.m. on September 8th at Purdy Park

  • Parkview Football starts at 7:00 p.m.-Pecatonica/Argyle (Blanchardville)

  • The last market day of the season will be on September 9th from 9:00 a.m. to 1:00 p.m. at Purdy Park.

  • The Airing of the Quilts is also on September 9th, both at Purdy Park and downtown

  • September 9th Quilts of Valor at 1:00 p.m. and after that Quilts of Gratitude presentations will be held, both will be at Purdy Park in the Large Pavilion.

  • The 2023 Annual Tractor Drive/Ride will be held on September 10th at 8:00 a.m. This year Cashton Purkapile and his family will be honored.  There will be a 50/50, raffle items, and silent auction items. The drive will go from Orfordville Legion to Footville and back to Orfordville where the raffles will be held  after the drive.

  • Fall Fest will be on September 30th at the Fire Station.  There will be a chili cookoff and a scarecrow contest.

  • The Lions Club is planning a night trail walk at the walking path behind the Village Hall in October, the date has not been finalized.
