CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Terry Morris.   Also present were Jeanne Tomlin, Chief Jeremiah Burdick, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on September 4, 2024, copies of the agenda were delivered to the President and Trustees; and posted at the Library, Village Hall, and Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Myers-Alstat to approve the August 26, 2024 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Jeanne Tomlin of 308 Olson Drive was present.  Tomlin explained that she was here a few months back about the problem she is having with her neighbors over growth onto her property.   Tomlin explained that the problem still exists.   Chief Burdick explained that he met with Tomlin after that meeting and explained that it is a lot line issue between her and the neighbor.   Chief Burdick further explained that Tomlin has to show where the lot line is to prove who owns the trees and bushes.  Olsen explained that it is a civil issue between neighbors.   Tomlin explained that she has spent thousands of dollars over the years buying equipment to maintain the neighbor’s overgrowth and doesn’t feel that she should have to do a survey to prove who owns the trees and bushes.  Chief Burdick explained that the property owner has someone that mows the yard and felt that it looks the best it has looked in years.   Tomlin explained that the weeds from the neighbors are growing on her property.   Chief Burdick explained that he can provide Tomlin with the neighbors contact information as she is currently not staying there.  President Burtness explained that the issue is civil and needs to be worked out between the two property owners.

                President Burtness wanted to recognize the Fire Department for a recent call.  President Burtness explained that there was a smoke detector call at Parkview recently.  The call came in at 12:28 a.m., Orfordville Fire was on scene within five minutes.   President Burtness congratulated Orfordville Fire for the great response time.

                Clerk Waege reminded everyone that the Airing of the Quilts, sponsored by The Sassy Farm Chicks, will be held this Saturday.  Clerk Waege explained that quilts will be set up downtown and at the park.

NEW BUSINESS

                Resolution R-2024-07 Authorizing Water System Revenue Bonds Series 2024.  Clerk Waege explained that this is the approval for the loan for the water tower painting project.  Motion by Tuffree, seconded by Morris to adopt Resolution R-2024-07 to authorize the issuance of the sale of up to $355,369.00 Water System Revenue Bonds, Series 2024, and for providing details and covenants with respect thereto.  Roll Call Vote- Olsen, Schmidt, Myers-Alstat, Tuffree, Gerber, Morris, and President Burtness-all YES.  Motion carried.

                Pay Request #2 for the Water Tower Interior Painting Project.  Motion by Morris, seconded by Gerber to approve Disbursement Request #2 for the Water Tower Painting Project for $16,332.48 which is for engineering invoices and reimbursement to the Village for paying Water Well Solutions Wisconsin LLC.  Motion carried.

                Amend Resolution R-2024.03 Committees and Appointments.  President Burtness explained that due to the unfortunate passing of Dale Peterson, appointments will need to be made in his place.   President Burtness recommends Steve Nordeng as the Chair of Board of Appeals and David Olsen as the Chair of the Historical Committee.  President Burtness further explained that he reviewed the Board of Appeals ordinance and it states that it is made up of citizen members.  Currently there are two Village Board members on the Committee.  Olsen explained that the Board Members are citizens and felt that they could be members.   President Burtness preferred to replace the two board members as the other committee ordinances specify board member terms on the committees.    President Burtness recommended Tory Baars to replace Terry Morris and Nick Howard to replace Cami Myers-Alstat as Board of Appeals members, who will complete the term of the outgoing members.  Motion by Morris, seconded by Gerber to accept President Burntess’s recommendations to amend Resolution R-2024.03 which appoints Steve Nordeng as Chair of Board of Appeals, David Olsen as Chair of Historical Committee, and Tory Baars and Nick Howard as members of the Board of Appeals.  Motion carried.

DEPARTMENT HEAD REPORTS

                Motion by Morris, seconded by Gerber to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Schmidt to approve the vouchers with a check range of 37471-37507.  Motion carried.

ADJOURN
