CALL TO ORDER
President Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Librarian Sarah Strunz, DPW Director Nick Todd, Chief Brian Raupp, and Clerk Sherri Waege. Absent was Chuck Boyce.
AGENDA VERIFICATON
Clerk Waege verified that on October 9, 2020, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Bank of Brodhead Orfordville Branch. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Gerber, seconded by Suiter-Meyers to approve the September 28, 2020 minutes. Motion carried.
CITIZENS WISHING TO BE HEARD
None.
UNFINISHED BUSINESS
Ordinance 90-8 for Virtual Meetings. Discussion held on the draft of the Ordinance prepared by Attorney Michael Oellerich. Discussion held on allowing virtual participation in closed session, which the board is not in favor of. Motion by Suiter-Meyers, seconded by Tuffree to table to the October 28, 2020 meeting pending clarification from Attorney Oellerich. Motion carried.
NEW BUSINESS
Operator Licenses. Chief Raupp explained that he recommends approval for Brittany Butzler and Amanda Lindard. Discussion held on the application for Carley Muenchow due to the background check. Chief Raupp recommended that Muenchow appear before the Police Committee before approval. Motion by Knox, seconded by Suiter-Meyers to approve the Operator Licenses to expire June 30, 2021 for Brittany Butzler and Amanda Linard, and to require Carley Muenchow to attend the Police Committee meeting on November 12, 2020 for discussion. Motion carried.
Assessor Contract. Discussion held on the five year proposal for assessing services from Associated Appraisal. Discussion also held on the potential for the revaluation that is included in the contract. Clerk Waege will discuss the revaluation with the Assessor. Motion by Gerber, seconded by Schmidt to approve the five year contract and to obtain clarification on the possibility of the revaluation. Motion carried.
DEPARTMENT HEAD REPORTS
Discussion held on the information in the Clerks Report referencing the continuation of complaints regarding the installation for Charter services. President Phillips explained that he contacted Assemblyman Mark Spretizer after the gas main was hit. President Phillips will contact Attorney Oellerich to see what the Village’s options are. Motion by Tuffree, seconded by Gerber to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Tuffree, seconded by Knox to approve the vouchers for $38,915.34. Motion carried.

Motion by Tuffree, seconded by Schmidt to adjourn at 7:47 p.m. Motion carried.
