CALL TO ORDER
President Gary Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Tina Suiter Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Diana Grenawalt, Ben Heidemann, Attorney Michael Oellerich, Sarah Strunz, Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on October 11, 2019, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Farmers & Merchant’s Bank. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Gerber, seconded by Boyce to approve the minutes of the September 23, 2019 meeting. Motion carried.

NEW BUSINESS
Public Works Committee Recommendation to Purchase an Online Mapping System. DPW Director Todd explained that the online mapping system is a common system that would have many benefits to the village, specifically the water and sewer utilities. DPW Supervisor Todd explained that the initial startup cost with Town & Country Engineering would be $4,000.00-$6,000.00, and the annual maintenance fee would be $800.00. Motion by Tuffree, seconded by Gerber to approve the Public Works Committee recommendation to purchase the online mapping system. Motion carried.
Police Committee Recommendation for Alcohol License Approval. Chief Raupp explained that the required back ground check for Diana Grenawalt came back clear. Motion by Gerber, seconded by Tuffree to accept the Police Committee Recommendation to grant a license to Diana Grenawalt for a Class “A” Fermented Malt Beverage License and a Class “C” Wine License to expire June 30, 2020. Motion carried.
Amend Outside Consumption Request for Stables. Clerk Waege provided a letter from Lori Mueller that requested a change in time for the outside consumption for Saturday October 19, 2019 to be held in conjunction with the Grand Re Opening of 33 Feeds. Mueller requested a change in time due to the band schedule. Motion by Gerber, seconded by Knox to amend the outside consumption time for Stables Bar & Grill for Saturday, October 19, 2019 from 12:00 noon to 7:00 p.m. Motion carried.
Pay Request 18 for Upgrades at the Wastewater Treatment Plant. Ben Heidemann was present to explain that Portzen is pretty much finished at the plant, there are a few final things on the list that need to be done. Motion by Knox, seconded by Gerber to approve Pay Request 18 for $$42,571.18. Motion carried.
Change Orders for the Wastewater Treatment Plant. There were no change orders to discuss. No action was taken.
Work Directives for the Wastewater Treatment Plant. There were no work directives to discuss. No action was taken.
Single Audit for 2019. Clerk Waege explained that this is required for the wastewater treatment plant project. Motion by Boyce, seconded by Gerber to approve the single audit. Motion carried.
Designation of Money for the Lot Sale to Jason Nehls. President Phillips explained that he would like to designate the following to be used from the proceeds from the lot sale to Jason Nehls on the corner of N. Wright Street and E. Spring Street: Drainage Ditch repairs $300.00, window replacement at 203 W. Beloit Street $1,200.00, Economic Development $4,000.00, and Celebrations $5,000.00. Motion by Schmidt, seconded by Tuffree to designate the proceeds from the lot sale at the corner of N. Wright Street and E. Spring Street to the following: Drainage Ditch Repairs $300.00, Economic Development Ads $4,000.00, Celebration Fund $5,000.00, and Window Replacement at 203 W. Beloit Street $1,200.00. Motion carried.

Motion by Knox, seconded by Gerber to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Knox, seconded by Tuffree to approve the vouchers for $46,556.18 (including $10,457.59 for Central States and $11,062.57 for the State Environmental Improvement Fund). Motion carried.
