CALL TO ORDER
President Gary Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Tina Suiter Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were AJ Becker from Sonic Internet, Sarah Strunz, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on October 25, 2019, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Farmers & Merchant’s Bank. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Gerber, seconded by Knox to approve the minutes of the Regular Board Meeting of October 14, 2019 and Special Board Meeting of October 16, 2019. Motion carried.

VILLAGE PRESIDENTS UPDATE
President Phillips explained that on October 25th the UW Milwaukee students gave an update on their project for a 30 year plan for the Village. President Phillips explained that they had models to set up to show a ten year plan, twenty year plan, and thirty year plan. The presentation for the public will be on December 12th.
President Phillips explained that the Lions Club has been working on the walking path behind the Village Hall. President Phillips further explained that on Saturday, October 26th, the Lions Club, Parkview Wrestlers, Girl Scouts, TJ Hoffman, and citizens of the Village were all present and made a lot of progress. President Phillips explained that it was a great community event.

NEW BUSINESS
Pavilion at the Library. Librarian Sarah Strunz was present and explained that the Friends of the Library has a preliminary idea of building a pavilion at the library. Librarian Strunz wanted to bring the idea to the Village Board before they proceed with fundraising. The pavilion will provide a shady area for outside events. Community members could also reserve the pavilion for their events. The pavilion would be no cost to the Village as it will be a fundraising event done by the Friends Group. Motion by Knox, seconded by Tuffree to support the pavilion project and to recommend that they Library proceed with the pavilion project. Motion carried
Sonic Internet Grant. Nikki Tuffree explained that her and AJ Becker are working on the state grant to help assist in the funding with bringing fiber optic internet to the Village. Tuffree explained that she is getting letters of support from Parkview School District, the Chamber of Commerce, State Senator Janice Ringhand, and State Assemblyman Mark Spreitzer. Tuffree further explained that the grant requires two things from the Village. The first requirement is a letter of support of the grant from the Village President that states that the Village only supports Sonic Internet for the grant application. The second letter will require the Village to state that Mediacom does not offer internet service in the Village. Tuffree explained there are other stipulations that need to be noted in the letter, which she will provide. Motion by Boyce, seconded by Knox to support the grant application for Sonic Internet, to enter into an agreement with a partnership with Sonic Internet for the grant, and to submit the required letters for the grant. Roll Call Vote- Suiter Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips-all YES. Motion carried.
VOUCHERS
Motion by Knox, seconded by Schmidt to approve the vouchers for $62,406.16 (including $42,571.18 for Portzen Construction). Motion carried.
