CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips, Beth Schmidt, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Assemblyman Mark Spreitzer, Zach Knutson, Officer Jeremiah Burdick and family, Don Bomkamp, Mike Eggleston, Librarian Sarah Strunz, Public Works Director Nick Todd, Chief Brian Raupp, and Clerk Sherri Waege.   Absent were Chuck Boyce and Tina Suiter Meyers.

AGENDA VERIFICATION

                Clerk Waege verified that on November 8, 2019, copies of the agenda were delivered to the President and Trustees: and posted at the Village Hall, Library, and the Farmers & Merchant’s Bank. There were no additions made to the agenda.

NEW BUSINESS

                Presentation from Assemblyman Mark Spreitzer.   Assemblyman Spreitzer was present and presented Officer Jeremiah Burdick with a citation from the State of Wisconsin for his heroic efforts for assisting with the recent house fire in the Village, and also for assisting at a truck rollover accident where he was able to remove the woman from under the truck.  President Phillips congratulated Officer Burdick and thanked Assemblyman Spreitzer for coming.  A cake reception was held after the meeting.

                Discussion and possible action on Planning Commission Recommendation for the land division request of the Village of Orfordville, on behalf of Zach Knutson of Next Generation Construction.  Property is located at the very east end of E. Church Street and is legally described as follows:   Tax ID 165 022902 PT SW1/4 & NW ¼ SW ¼ Countryview Estates Plat No 3 OL 2 & OL 3, which is 1.730 acres in size and also Tax ID 165 022903 PT SW ¼ & NW ¼ SW ¼ Countryview Estates Plat No 3, Ely ½ Vac Jordan Place with is .25 of an acre. 

                Motion by Knox, seconded by Gerber to approve Planning Commission recommendation to approve the Preliminary Certified Survey for the land division request of the Village of Orfordville, on behalf of Zach Knutson of Next Generation Construction.  Property is located at the very east end of E. Church Street and is legally described as follows:   Tax ID 165 022902 PT SW1/4 & NW ¼ SW ¼ Countryview Estates Plat No 3 OL 2 & OL 3, which is 1.730 acres in size and also Tax ID 165 022903 PT SW ¼ & NW ¼ SW ¼ Countryview Estates Plat No 3, Ely ½ Vac Jordan Place with is .25 of an acre.  Motion carried.

                Consulting Contract for David Fuller.  Public Works Director Nick Todd explained that David Fuller will be retiring on January 16, 2020.  The Village needs to operate the wastewater treatment plant under the license of David Fuller, until Public Works Director Todd receives his certification in 2020.   Motion by Gerber, seconded by Tuffree to approve the terms provided for a consulting contract with David Fuller.  Motion carried.

                Personnel Policy.   Motion by Knox, seconded by Tuffree to approve the Personnel Policy as provided by Attorney Bryan Whitehead.  Motion carried.

DEPARTMENT HEAD REPORTS

                Motion by Schmidt, seconded by Gerber to approve the Department Head Reports. Motion carried.

VOUCHERS

                Motion by Knox, seconded by Schmidt to approve the vouchers for $40,325.92 (including $10,457.60 for Central States).  Motion carried.
