CALL TO ORDER
President Gary Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Tina Suiter Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Marge Harker, Judy Albright, Librarian Sarah Strunz, Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on November 22, 2019, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Farmer’s & Merchant’s Bank. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Schmidt, seconded by Knox to approve the November 11, 2019 minutes. Motion carried.
CITIZENS WISHING TO BE HEARD
None.
VILLAGE PRESIDENTS UPDATE
President Phillips explained that he attended the June Days Committee meeting and that the plans are coming along nicely. The entertainment is all booked, the carnival is booked, and the final activities are being scheduled. President Phillips further explained that the Open House, hosted by UW Milwaukee will be on Thursday, December 12, 2019 from 5:30 p.m. to 7:30 p.m. Models of the downtown area will be set up throughout the Village Hall to tour. President Phillips will contact the Professor to see if they can send a promotional article on Facebook.

NEW BUSINESS
Public Hearing for 2020 General Fund Budget. President Phillips opened the public hearing at 7:07 p.m. President Phillips explained that the budget was tight in order to qualify for the Expenditure Restraint Money. President Phillips further explained that he expects the 2021 to be a bigger challenge due to the restraints for Expenditure Restraint.
There were no comments from the public.
Close 2020 General Fund Budget Public Hearing. Motion by Gerber, seconded by Knox to close the Public Hearing for the 2020 General Fund Budget. Motion carried
Discussion and possible action on setting the levy and mill rate for the 2020 General Fund Budget. Motion by Schmidt, seconded by Gerber to set the mill rate at $9.60 per $1,000.00 of valuation, and the Municipal Levy at $622,276.00. Motion carried.
Discussion and possible action on approving the General Fund Budget for 2020. Motion by Boyce, seconded by Knox to approve the General Fund Budget for $1,283,760.00. Motion carried.
Police Committee Recommendation to approve Operator Licenses. Motion by Gerber, seconded by Knox to accept the Police Committee Recommendation to approve Operator Licenses to expire June 30, 2020 for Mynissa Foerster, Kendra Forsmo, and Tyler Terry. Motion carried.
Discussion and possible action on Complete Count Committee for the 2020 U.S. Census. Motion by Knox, seconded by Schmidt to approve the Joint Complete Count Committee with the Village of Footville to include Librarian Sarah Strunz, Parkview Principal Mary Stelter, Sandy Baertschi, Footville Church of Christ Pastor John Thompson, Footville Deputy Clerk Shawna March, Footville Clerk Randi Mielke, and Clerk Sherri Waege. Motion carried.
VOUCHERS
Motion by Knox, seconded by Tuffree to approve the vouchers for $10,227.80. Motion carried.
