Regular Board Meeting

CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.   Present were President Phillips, Tina Suiter Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Joe Thompson, Kate Brown, David Olsen, Kerrie Schmidt, Sarah Strunz, DPW Director Nick Todd, Chief Brian Raupp, and Clerk Sherri Waege.  

AGENDA VERIFICATION

                Clerk Waege verified that on December 6, 2019, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Farmer’s & Merchant’s Bank. There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Boyce, seconded by Knox to approve the November 25, 2019 Regular Board Meeting minutes.   Motion carried.

CITIZENS WISHING TO BE HEARD

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Resolution R-2019-11 Election Board.  Motion by Gerber, seconded by Suiter Meyers to adopt Resolution R-2019-11 to approve the Election Board for 2020-2021.  Motion carried.

                Resolution R-2019-12 Employee Wages.  Motion by Gerber, seconded by Schmidt to adopt Resolution R-2019-12 to approve employee wages for 2020.  Motion carried.

                Pay Request 19 for the Wastewater Treatment Plant Upgrades.   Joe Thompson was present to explained Pay Request 19 which releases all but $50,000.00 of the remaining contingency money.  Motion by Knox, seconded by Gerber to approve Pay Request 19 for $210,646.68.  Motion carried.

                Fencing for June Days 2020.  Kerrie Schmidt and Kate Brown were present to explain the request to enlarge the fenced area for beer consumption at June Days.   Chief Raupp was present and explained that he attends the June Days meetings and supports the request.  Motion by Tuffree, seconded by Boyce to approve the enlarged fenced area for June Days, as submitted.  Motion carried.

                Resolution R-2019-13 Sewer Rates for Sewer Outside of the Village.  DPW Director Nick Todd was present and explained that the Village has the capability to accept sewer from outside the Village.   Director Todd explained that he spoke with Ben Heidemann and checked with surrounding municipalities on the rates.  Motion by Gerber, seconded by Tuffree to adopt Resolution R-2019-13 setting the rates for accepting sewer from outside the Village. Motion carried.

                Request to waive fees for Sonic Internet Fiber Optic Installation.  Tuffree explained that the grant is almost complete.  The grant has a section that asks about fees imposed by the municipalities.  Tuffree verified with Clerk Waege that she was not aware of any fees that would be charged by the Village.  Motion by Knox, seconded by Suiter Meyers to waive any fees that might come up in the future regarding the installation of the fiber optic by Sonic Internet.  Motion carried.

                Closed Session.  Motion by Suiter Meyers, seconded by Boyce to go into closed session at 7:22 p.m. pursuant to Wisconsin State Statutes 19.85(1)( c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility-specifically to hire an employee for the Public Works Department.    Roll Call Vote-Suiter Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips.  All Yes.  Motion carried.

                Reconvene.  Motion by Gerber, seconded by Knox to reconvene into open session at 7:32 p.m.   Roll Call Vote-Suiter Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips-all YES.  Motion carried.

                Motion by Tuffree, seconded by Suiter Meyers to hire Brett Arnold as a full time Public Works employee at the starting rate of $20.00 an hour.  Motion carried.

DEPARTMENT HEAD REPORTS

                Schmidt thanked those present for their help with the parade.  Motion by Knox, seconded by Gerber to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Schmidt to approve the vouchers for $80,382.23 (including $37,018.00 for Burtness Chevrolet and $13,072.00 for Central States).  Motion carried.
