CALL TO ORDER
President Gary Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Tina Suiter Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Dave Fuller and family, Jerry Amundson, David Olsen, Jim Shumway, Kris Johnson, Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on January 10, 2020, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Farmer’s & Merchant’s Bank. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Gerber, seconded by Boyce to approve the December 9 , 2019 Regular Board Meeting minutes. Motion carried.
CITIZENS WISHING TO BE HEARD
Kris Johnson of 313 N. Main Street was present to request that the Village put use of ATV’s on Village Streets on the next agenda. The item will appear on the January 27, 2020 agenda.
UNFINISHED BUSINESS
None.
NEW BUSINESS
Operator License. Motion by Gerber, seconded by Tuffree to accept the Police Committee recommendation to grant an Operator License to expire June 30, 2020 to Baily Mohns. Motion carried.
Public Works Committee Recommendation to upgrade the water and sewer meter reading system. Motion by Tuffree, seconded by Schmidt to table to the January 27, 2020 meeting. Motion carried.
Draw Names for Ballot Placement. The candidates will appear in the following order for the April 7, 2020 Spring Election: 1. Jason Knox and 2. Terry Gerber.
Library Book Box Downtown. No discussion held. No action taken.
Combining downtown Village owned lots into one. President Phillips explained that the Village owns three smaller lots downtown. President Phillips requested that the Village Board combine the lots into one so they are ready in the event that there is interest in purchasing the lots to build. Motion by Boyce, seconded Schmidt to combine the Village owned downtown lots known as Parcels 6-24-28.1, 6-24-32, and 6-24-33 into one lot so they are shovel ready for future development. Motion carried.
Recognition of Dave Fuller. DPW Director Nick Todd and President Gary Phillips spoke to thank Dave Fuller for his 29 years of service to the Village and to congratulate Dave on his retirement on January 16, 2020. President Phillips presented Dave Fuller with a plaque. President Phillips invited everyone to the Community Room after the meeting for cake.
DEPARTMENT HEAD REPORTS
Librarian Sarah Strunz explained that the Library has been in their new location for five years this week. Strunz explained that there will be treats at the Library all week to celebrate. Librarian Strunz further explained that the Library is doing a survey, which is available on their website, so that they can create a plan for 2020. Motion by Gerber, seconded by Knox to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Tuffree, seconded by Boyce to approve the Vouchers in the amount of $495,215.23. Motion carried.

Motion by Tuffree, seconded by Knox to adjourn at 7:15 p.m. Motion carried.
A quorum of the Village Board will attend the reception for Dave Fuller after the meeting.
