CALL TO ORDER
President Dennis Burtness called the meeting to order at 7:00 p.m. Present were President Burtness, David Olsen, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, and Terry Gerber. Also present were William Gempler, Nick Bubolz from Town & Country Engineering, Zach Knutson from Next Generation Construction, Librarian Sarah Strunz, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege. Absent was Terry Morris.
AGENDA VERIFICATION
Clerk Waege verified that on October 11, 2024, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Schmidt, seconded by Gerber to approve the September 23, 2024 minutes. Motion carried.
BOARD OF REVIEW
Motion by Tuffree, seconded by Gerber to adjourn Board of Review to Tuesday, November 19, 2024 at 6:00 p.m. Motion carried.
CITIZENS WISHING TO BE HEARD
Schmidt explained that the Lions Club will host the Treats on the Trail event at 6:00 p.m. at the wooded trail behind the Village Hall. This was a great event last year and a great free family activity. Schmidt also explained that the Economic Development Committee will be hosting a Business After 5 Event at 5:30 p.m. at Bricks and Stones on Wednesday, October 23rd.
Tuffree, on behalf of the Community Engagement Committee, thanked everyone for attending Fall Fest. Tuffree explained that they had a wonderful turnout and raised approximately $1,400.00 for the Fire Department. Tuffree also thanked Tayna Burtness from Market Days and the Rose Connection for proceeds from flower sales and Stables Bar & Grill for the donation for the Fire Department.
UNFINISHED BUSINESS
August Treasurer Report. Motion by Tuffree, seconded by Gerber to approve the August Treasurer Report. Motion carried.
NEW BUSINESS
Operator Licenses. Motion by Tuffree, seconded by Gerber to approve the Police Committee Recommendation to grant Operator Licenses to expire June 30, 2025 to Shara Meade and Sharon Niman. Motion carried.
Links Motorcycle & ATV Repair Conditional Use Permit. Motion by Tuffree, seconded by Myers-Alstat to approve the Planning Commission recommendation to grant a Conditional Use Permit to Links Motorcycle & ATV Repair. Motion carried.
Preliminary Plat for Rime Ridge. Zach Knutson was present on behalf of Next Generation Construction. Nick Bubolz from Town & Country Engineering was present. Bubolz explained that the E. Howe Street Right of Way extends to the East and is not projected to be developed. Bubolz explained that the Preliminary Plat has plans for 8-foot side setbacks along the Right of Way, instead of the 25-foot setbacks required for street frontage. Bubolz explained that he is fine with leaving it as is, but wanted to bring it to the Village’s attention. Bubolz added that extending that undeveloped portion of E. Howe Street to the East would be a challenge due to the existing shorter lots on Comfortcove Street. Clerk Waege explained that there will be an easement between lots 16 and 17 that will provide for walking access to Old Highway 11 and also to allow for the water main to be looped for better fire protection.
Olsen asked where the two retention ponds will drain to. Bubolz explained that Outlot 1 will drain to E. Rime Street and Outlot 2 will drain to the ditch on Old Highway 11.
President Burtness asked if the drainage pond on Old Highway 11 will add problems to the Reise property on Old Highway 11. DPW Director Todd explained that it shouldn’t as the drainage ditch will channel the drainage instead of a big sheet of water coming from the existing field. DPW Director Todd added that the Village will maintain the ditch so there is no problem.
Motion by Tuffree, seconded by Gerber to approve the Planning Commission recommendation to approve the Preliminary Plat for Rime Ridge with the addition of the eight-foot easement on each side of Lots 16 and 17 for a walkway and for the water utility and park fees in lieu of land. Motion carried.
Pay Request for Water Tower Project. Motion by Tuffree, seconded by Gerber to approve the Pay Request 2 for $42,576.15 for the Interior Water Tower Painting Project. Motion carried.
Ordinance 1-5 General Provisions Violations and Penalties. Chief Burdick explained that the attorney is going to obtain samples before an amendment is made. Motion by Tuffree, seconded by Myers-Alstat to table to October 28, 2024. Motion carried.
DEPARTMENT HEAD REPORTS
Motion by Gerber, seconded by Myers-Alstat to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Schmidt, seconded by Gerber to approve the vouchers with a check range of 37573-37631. Motion carried.
ADJOURN
Motion by Gerber, seconded by Schmidt to adjourn at 7:47 p.m. Motion carried.
