VILLAGE OF ORFORDVILLE

Regular Board Meeting

CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Beth Schmidt, Nikki Tuffree, Terry Gerber, and Terry Morris.   Also present were Attorney Mike Davis, Shara Meade, Zach Knutson, Russell Rucker, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Cami Myers-Alstat.

AGENDA VERIFICATION

                Clerk Waege verified that on October 24, 2024, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Morris, seconded by Gerber to approve the October 14, 2024 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

UNFINISHED BUSINESS

                Amendment to Ordinance Chapter 1-5 General Provisions for Violations and Penalties.   Discussion held on the minimum and maximum for first and second offenses.   Judge Russell Rucker was present regarding setting the Bond Schedule.  Additional discussion held on fire code violations.   Motion by Tuffree, seconded by Schmidt to table to November 25, 2024 pending clarification on the Bond Schedule and Fire Code Violations.  Motion carried.

NEW BUSINESS

                Class “B” Fermented Beverage and Class “C” Wine License.  Motion by Tuffree, seconded by Schmidt to grant a Class “B” Fermented Beverage and Class “C” Wine License to Creative Capital Adventures, Shara Meade Agent, for 211 W. Beloit Street. Motion carried.

                Contract Extension for John’s Disposal.  Discussion held.  The Village Board would like prices for the remaining six years of the extension.  Motion by Tuffree, seconded by Gerber to table to November 11, 2024.  Motion carried.

                Developer’s Agreement with Next Generation Construction for Rime Ridge Subdivision.   The Developer’s Agreement from Mill Valley Subdivision was used as a template for the Rime Ridge Subdivision.   Motion by Tuffree, seconded by Schmidt to table to the November 11, 2024 meeting to allow for clarification and amendments to be made.  Motion carried.

TREASURER REPORT

                Motion by Tuffree, seconded by Gerber to table to the November 11, 2024 meeting.  Motion carried.

VOUCHERS

                Motion by Morris, seconded by Gerber to approve the vouchers with a range of 37639-37669.  Motion carried.

VILLAGE PRESIDENT UPDATE

                President Dennis Burtness updated the Board on the following:

·         Leaf collection will begin the week of October 28th, and the scheduled last day will be November 25th.

·         Brush pick-up will end November 25th for the year and resume in the Spring.

 

·         There was an amazing turnout at the Lions Club Walking Path Trick or Treat Walk.   There were over 100 kids that attended. 

·         Nov 16th, the Indoor Orfordville Market will be  held at Parkview High School

Over 30 vendors are signed up,  support and shop local.

·         New business in town – Picture This Creative Workshop  (Creative Capital Adventures)

Open House Friday November  1st from 6:00 p.m. to 8:00 p.m. and Saturday November 2nd from 11:00 a.m. to 4:00 p.m.  The link to Picture This is:

·         Trick or Treating  will be  from 5:00 p.m. to 7:00 p.m. on October 31st .
