CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Jason Knox, and President Dennis Burtness.  Also present were Oscar Zaragoza,  Librarian Sarah Strunz, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.   Absent was Terry Gerber.

AGENDA VERIFICATION

                Clerk Waege verified that on November 10, 2023, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Schmidt, seconded by Tuffree to approve the October 23, 2023 Regular Board Meeting Minutes and Special Board Meeting Minutes of November 2, 2023 and November 8, 2023.  Motion carried.

NEW BUSINESS

                Planning Commission Recommendation  for the Conditional Use Permit for  MBNAB LLC, Burtness Chevrolet.   Motion by Tuffree, seconded by Schmidt to accept the Planning Commission recommendation to grant a Conditional Use Permit to MBNAB LLC for 737 and 802 Genesis Drive.  Roll Call Vote- Schmidt, Myers-Alstat, Tuffree, and Knox-all YES, President Burtness-ABSTAIN. Motion carried.

                Operator Licenses.  Motion by Knox, seconded by Tuffree to accept the Police Committee recommendation to grant Operator Licenses to Abbigail Betker and Jacob Nelson to expire June 30, 2024.  Motion carried.

                Pay Request #7 for Maddrell Excavating.  DPW Director Todd explained that all of the punch list items are done and final payout is approved by Village Engineer Nick Bobolz.  Motion by Knox, seconded by Tuffree to approve Final Pay Request #7 for $13,349.92 for Maddrell Excavating for the 2022 Street and Utility Improvements.  Motion carried.

                “Class B” Liquor License.  Clerk Waege explained that the Village has now reached 1,500 people which qualifies the Village for a fourth intoxicating liquor license.   Motion by Knox, seconded by Schmidt to grant a “Class B” Liquor License to expire June 30, 2024 to Oscar Zaragoza for Taqueria Guzman located at 100 E. Spring Street.  Motion carried.

                Full Rate Water Increase with Johnson Block.  Clerk Waege explained that the Village Board has not approved moving forward with the Full Water Rate Increase.   Clerk Waege further explained that the Village Board did the Simplified Rate Increase earlier in the year, but has not yet approved moving forward with the Full Rate Increase.  Motion by Myers-Alstat, seconded by Tuffree to approve the proposal from Johnson Block For the Full Water Rate Increase in 2024.  Motion carried.

                Associated Appraisal Reassessment Proposal.   Clerk Waege explained that the Department of Revenue has sent their second and final notice of reassessment for the Village, as we have been out of compliance.   Clerk Waege explained that we are underassessed when compared to home sales in the Village.  After five years, the Department of Revenue requires a reassessment, if the Village does not do a reassessment in 2024, the State will come in and do it in 2025 at a higher cost.  Motion by Tuffree, seconded by Myers-Alstat to approve the proposal from Associated Appraisal for a Reassessment in 2024.  Motion carried.

                Amend Resolution R-2023-02.  President Burtness explained that the Village needs to amend Resolution R-2023-02 to fill two positions.   President Burtness further explained that Terry Gerber has agreed to take Chuck Boyce’s place on Police Committee due to Boyce’s resignation as Trustee; and Dan Landes from Bright Start Childcare Center has agreed to take Sam Mazzarisi’s place on the Architectural Control Committee due to Mazzarisi no longer owning the property.  Motion by Tuffree, seconded by Myers-Alstat to amend Resolution R-2023-02 to add Terry Gerber to the Police Committee and Dan Landes to the Architectural Control Committee.  Motion carried.

DEPARTMENT HEAD REPORTS

                Motion by Schmidt, seconded by Tuffree to approve the Department Head Reports.  Motion carried. 

                 Schmidt explained that the Lighted Holiday Parade will be on Saturday December 2nd at 5:00 p.m.    Schmidt further explained that the library has pallet trees that families or organizations can decorate.   The pallet trees will then be on display at the library.

                DPW Director Todd explained that the chute that puts the leaves in the leaf box broke, a new one will be here on Wednesday.   This has put the department behind in leaf pick up.  The last day of leaf pick up will be November 22nd.   The brush site will remain open through December 16th.   DPW Director Todd further explained that Alliant put new luminaries on the poles downtown, in doing so the wires were cut for lighting the Christmas Decorations.   New disconnects are going up this week so Christmas decorations can be lit.

                Motion by Tuffree, seconded by Knox to approve the vouchers with a range of 36382-36417.  Motion carried.
