CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m. .  Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, and Nikki Tuffree.  Jason Knox participated via Zoom. Also present were Lori Mueller, Amanda Sainsbury, DPW Director Nick Todd, Chief Brian Raupp, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on January 22, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Boyce, seconded by Suiter-Meyers to approve the minutes of the Regular Board Meeting on January 11, 2021.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Amanda Sainsbury was present to explain the background check as a result of her application for an Operator License.  Sainsbury explained that she has made great strides to turn her life around and has not had any other charges in the last five years.   Lori Mueller was present and explained that Sainsbury is an employee of hers and is a great employee.  Mueller further explained that she would not have Sainsbury working for her if there were problems.   President Phillips thanked them for their comments.

VILLAGE PRESIDENTS UPDATE

                President Phillips explained that January has been quiet and there is nothing to update on.

NEW BUSINESS

                Police Committee Recommendation to approve an Operator License for Amanda Sainsbury.  Chief Raupp explained the background check for Amanda Sainsbury.  Chief Raupp further explained that Sainsbury meets the criteria of a habitual offender in the Village Resolution that offers guidelines for approval.   Chief Raupp added that he cannot recommend approval based on the guidelines in the Resolution.  Chief Raupp also added that the Resolution allows the board discretion on approving the licenses.  President Phillips explained that the Resolution is a guideline and believes Sainsbury deserves a second chance as it has been five years.   President Phillips also explained that he appreciates that Sainsbury has taken the time to attend two meetings to discuss her background check.  President Phillips further explained that he checked with people that know her and received good feedback.  Lori Mueller explained that as an employee, Sainsbury has been exemplary and she would not continue to employee her if there were problems.  Schmidt explained that her concern was that Sainsbury would be around alcohol.   Schmidt further explained that this situation is a human thing and not always a policy thing.   Tuffree explained that she would not have agreed to recommend approval if Sainsbury did not attend the meetings to explain her situation.  Gerber agreed that everyone deserves a second chance. Knox suggested that the Village review the Resolution to add language to address these kinds of situations.  President Phillips explained that the Resolution says decisions can be made on a case by case basis. Motion by Gerber, seconded by Tuffree to accept the Police Committee recommendation to grant an Operator License to Amanda Sainsbury to expire June 30, 2021.  Roll Call Vote-Suiter-Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips-all YES-Motion carried.

                Public Works Recommendation for Hydrocorp cross connection inspections.  DPW Director Todd explained that the Wisconsin DNR requires the Village to do cross connections for Commercial Buildings as well as residential.  Director Todd explained that he cannot find any history of commercial inspections being done.  DPW Director Todd further added that the DNR requires a separate certification for the commercial inspections, and we do not have a person certified.  Director Todd further explained that the DNR did an audit on our paperwork in 2020.   The Village has an ordinance which is acceptable; however, the paperwork that is given out needs to be updated. Motion by Boyce, seconded by Suiter-Meyers to accept the Public Works Committee recommendation to have Hydrocorp perform the inspections for $8,256.00 to be paid over a two year period.   Roll Call Vote- Suiter–Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips all YES.  Motion carried.

                Hourly Rate for O’Malley Lomax.  Motion by Schmidt, seconded by Boyce to pay Officer O’Malley Lomax $20.00 an hour.  Roll Call Vote- Suiter-Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips-all YES. Motion carried.

                CPR Training for Village Employees.   President Phillips explained that Fire Chief Gene Wright can teach and certify for CPR.   President Phillips would like all village employees to be certified and offered it to the Village Board members as well.   Chief Raupp explained that they are being recertified in February but will certify with the rest of the employees next time.  Motion by Knox, seconded by Gerber to require the Village Employees to be certified in CPR.  Roll Call Vote- Suiter-Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips- all YES.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Schmidt to approve the vouchers.  Roll Call Vote- Suiter-Meyers, Schmidt, Boyce, Gerber, Tuffree, Knox, and President Phillips-all YES.  Motion carried.
