CALL TO ORDER

                President Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Fredd Carr, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Cami Myers-Alstat.

AGENDA VERIFICATION

                Clerk Waege verified that on February 10, 2023, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, Post Office, and the Bank of Brodhead.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Tuffree, seconded by Schmidt to approve the January 23, 2023 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

NEW BUSINESS

                Fire Levy Payment.  President Burtness explained that the original levy figure of $108,736.00 was approved by the Village at the budget hearing on November 24, 2022.   The Fire Department changed their budget in late December after the Town of Newark did not approve exceeding the revenue cap so full-time people could be hired.  The new budget increased the village’s levy figure to $119,891.54.  Clerk Waege explained that she spoke with Chief Perkins and he was fine with us paying the original approved levy until we can resolve how we will pay for the difference.  Clerk Waege explained that there are two options:  1.   Do a budget amendment to the 2023 budget.  The budget amendment would be to transfer money from another account within the budget.   2. The Village has $153,000.00 in TIF funds that the TIF District paid the Village.  The TIF district owned General Fund money as General Fund had to cover the cost of the Tif District until businesses were built which would create enough increment for the TIF District to pay its own expenses.

                Boyce and President Burtness both felt that the budget was already at a minimum which would make it difficult to take from another department within the budget.

                Motion by Tuffree, seconded by Boyce to pay the remaining levy of $11,155.54 to the Fire Department using funds from the TIF District that were paid to General Fund.  Motion carried.

DEPARTMENT HEADS

                Clerk Waege explained that she and Chief Burdick would like to review the Direct Sellers ordinance.  Clerk Waege explained that door to door sellers are often subcontracted by companies, are not always in a company vehicle, and don’t always have identification from the company. Current ordinance does not require a Direct Sellers Permit for those that are selling a service. Chief Burdick agreed and explained that he and Rock County both dealt with the same person last week and it was confrontational both times.

                DPW Director Todd explained that he will be having an Open House at the Wastewater Treatment Plant for the public now that the improvements are  complete.

                Librarian Strunz explained that they are doing a card game for books that are checked out that accumulates cards for the game for each item checked out.  Librarian Strunz further explained that it is very popular with the patrons.

                Motion by Tuffree, seconded by Schmidt to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Tuffree, seconded by Boyce to approve the vouchers with a check range of 35348-35403.  Motion carried.
