CALL TO ORDER

                President Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Attorney Mike Hahn, Jason Mazzarisi, Sam Mazzarisi, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on August 19, 2023, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, Bank of Brodhead, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Tuffree, seconded by Gerber to approve the minutes of the Regular Board Meeting of April 10, 2023 and the Annual Meeting of April 18, 2023.  Motion carried.

CTIZIENS WISHING TO BE HEARD

                Sam Mazzarisi was present regarding his building at 214 Viking Drive.   Mazzarisi explained that the tenants had a lease that required them to surrender the Liquor License in the event that the lease was terminated.  Mazzarisi further explained that he is concerned about the liquor license being available for a future business in that location.   President Burtness explained that he is sorry that Mazzarisi is in that predicament.  Attorney Hahn explained that the lease is a private agreement between Mazzarisi and his tenants, and that the Village has to follow the statutes.   Attorney Hahn further explained that the license expires June 30th and that there is no guarantee on who gets the license until  it is granted.   Jason Mazzarisi explained that the family has had a business in town for thirty years and that the bar is no good to them without the license.   Attorney Hahn explained that there is nothing that the Village can do until the license is surrendered.

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Operator License.  Motion by Boyce, seconded by Gerber to accept the Police Committee recommendation to grant operator licenses to expire June 30, 2024 to Alizabeth Akkerman and Oscar Zaragoza Font.  Motion carried.

                Resolution R-2022-06 to amend 2023 wages for Public Works.   DPW Director Todd explained that Brett Arnold received his first water certification and he would like to give him a $1.00 an hour raise. Discussion held on the union contract which has a ten cent discrepancy on the approved wages.  President Burtness explained that both he and Clerk Waege have reached out to the union representative to get the contract amended and have not heard back yet.   Attorney Hahn explained that the union will not have a problem with the employee being paid more than what the contract approves.   Clerk Waege explained that she needs documentation and the contract amended for the 2023 audit.   Attorney Hahn explained that there is nothing that we have to do with the union contract tonight and can proceed with the increase.  Motion by Boyce, seconded by Schmidt to amend Resolution R-2022-06 to increase Brett Arnolds wages to $23.72 an hour and Bob Cummings wages to $16.00 an hour.  Motion carried.

                Limiting Parking on N. Center Street.  DPW Director explained that he was approached by a business owner that would like a one hour parking on a portion of the East side of  N. Center Street.  DPW Director Todd explained that the apartment tenants are parking in the stalls, which prevents closer parking for some of the businesses.  Discussion held on the impact that the change will have on the angle parking on the West side of N. Center Street.  Schmidt explained that she is concerned that the tenants will move across the street and create the same problem on that side of the street.  The angle parking will be monitored to see if there are any problems.  Motion by Boyce ,seconded by Gerber to authorize DPW Director Todd to purchase one hour parking signs for the stalls on the East side of N. Center Street between the intersection of E. Spring/ W. Beloit Street and the alley adjacent to  106 N. Center Street.  Motion carried.

                Lighted Pedestrian Crossing Signs.  DPW Director Todd explained that he would like to purchase two additional lighted pedestrian crossing signs.  DPW Director Todd explained that he would like one at the intersection of N. Main and E. Church Street, and the other one at the intersection of Clark Street and W. Beloit Street/Highway 213.  DPW Director Todd hopes to use money, if available, from the street project loan.  Motion by Boyce, seconded by Myers-Alstat to authorize DPW Director Todd to purchase the two signs if there is adequate funding available from the street project loan.  Motion carried.

                Personnel Policy Amendments.  Discussion held on updates to the personnel policy.  Attorney Hahn will review the notes from the previous discussions and get a copy to Myers-Alstat.  No action was taken.

TREASURER REPORT

                Motion by Schmidt, seconded by Tuffree to approve the March Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Tuffree, seconded by Schmidt to approve the vouchers with a check range of 35640-35662.  Motion carried.

VILLAGE PRESDIENT UPDATES

                President Burtness explained the following:

  •  Verizon tower – antenna have been added, but still waiting on a fiber connection – sent information to Sonic as they are already in the water tower site where the antenna is.  Unfortunately, it is has proven difficult actually talking to someone with Verizon who knows what is going on.

  • Maddrell Construction will be in town in the next few weeks to finish up the N. Center St. and the S. Richards St project – final blacktop layer and other details

  •  Parkview Clay Schwackers are selling raffle tickets.  All proceeds go to the entire team to purchase supplies needed for their meets and practices.  The drawing will be this Saturday April 29th at our home hosted shoot. Let Brad Clint, Debbie Johnson or Darla Grenawalt know if you would like tickets to support the team.

  • April 28-29 Footville Rummage Sales

  • April 28-29 Parkview Scout Pack 651 at Footville Rummage Sales

  • April 30 Parkview Band and Choir Musicake Breakfast fund raiser 7:30-11:00 am

  • Saturday May 6th from 6:00am – 12pm Pancake breakfast at the Orfordville Fire station.

  • Orfordville Rummage Sales will be Friday, May 5th and Saturday May 6th. 

  • The Geocaching event will be Saturday, May 6th at Purdy Park.  Presentation will start at 11:00 a.m., event to follow with a potluck at the end.

  • Forever 34 Foundation - Formed in memory of Josh Long and Adam Reihl, cousins who were lost at the young age of 34- May 13th is a Fishing Derby event 8-noon, be sure to pre-register!  The event will be held at Beckman Mill .  We need to take a moment today and send a big T.H.A.N.K. Y.O.U to the Friends of Beckman Mill, Inc.
