CALL TO ORDER

                Village President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Nick Bubolz from Town & Country Engineering, Chief Jeremiah Burdick, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.  

AGENDA VERIFICATION

                Clerk Waege verified that on May 5, 2023, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, Bank of Brodhead, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Knox to approve the April 24, 2023 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Beth Schmidt explained that Stacy Todd did a great job updating the Village Website and encouraged the board members to look at it.   Schmidt also explained that June Days is coming up, the committee has been working hard, and that all of the board members are encouraged to volunteer at the event.

                President Burtness explained that the Open House at the Wastewater Treatment Plant will be on Saturday, May 20, 2023 from 10:00 a.m. to 12:00 Noon.   President Burtness further explained that volunteers are needed to help.  Boyce and Tuffree both volunteered to help.

                Cami Myers-Alstat explained that Municipal Clerks week was last week and expressed her appreciation to Clerk Waege.

NEW BUSINESS

                Future Needs of the Water Utility.   Nick Bubolz was present to discuss the future needs of the water utility. The priority needs are water tower interior painting, water tower electrical upgrades, and a Vac Trailer for the water utility.  Nick Bubolz explained that Town & Country Engineering submitted the Notice of Intent to Apply last fall to qualify the village for applying for the loan by June 30, 2023. 

                Clerk Waege explained that she spoke with Melanie Lendosky from Johnson Block about the rate increase.  Lendosky suggested the Village apply for the simplified rate increase now which takes approximately 45 days.  The Conventional Full Rate increase will take approximately six to nine months.   Clerk Waege explained that the simplified rate is at 8% .  Bubolz explained that the 8% rate increase is high due to the cost of chemicals and other expenses to operate the utility.

                Additional discussion was held for additional upgrades to Well 2 and Well 3.  

                Additional discussion was held on Safe Drinking Fund Loans, Rural Development Funding, and Community Development Block Grant funding.  

                No action was taken.

                Safe Drinking Fund Loan.  Motion by Tuffree, seconded by Schmidt to authorize Town & Country Engineering to apply for the Safe Drinking Water Loan for the water tower painting, water tower electrical upgrades, and to purchase a Vac Trailer.  Motion carried.

                Resolution R-2023-03 Police Week.   Motion by Tuffree, seconded by Boyce to adopt Resolution R-2023-03 to recognize Police Week.   Motion carried. The Village Board thanked Chief Burdick for his service to the community. 

                Resolution R-2023-04 Rock County Hazard Mitigation Plan.   DPW Director Todd explained that he provided input to Rock County for the plan on behalf of the Village of Orfordville.  Motion by Gerber, seconded by Knox to adopt Resolution R-2023-04 which adopts the Rock County Hazard Mitigation Plan.  Motion carried.

DEPARTMENT HEAD REPORTS

                Librarian Strunz explained that the village resident spot on the Library Board is vacant.  Discussion held on if a person has to be eighteen years old to serve. Clerk Waege will confirm.

                Clerk Waege explained that Cami Myers-Alstat had one of her marketing pieces used in the League of Municipalities monthly magazine.  Congratulations were given to Myers-Alstat.

                Motion by Knox, seconded by Gerber to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Gerber to approve the Vouchers with a check range of 35689-35711.  Motion carried.

ADJOURN

                Motion by Boyce, seconded by Knox to adjourn at 8:23 p.m.  Motion carried.
