CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, and Jason Knox.  Also present were Attorney Mike Hahn, Judge Russell Rucker,  Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Terry Gerber.

AGENDA VERIFICATION

                Clerk Waege verified that on May 17, 2023, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, Bank of Brodhead, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Knox, seconded by Schmidt to approve the May 8, 2023 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Myers-Alstat reminded everyone that the Bank of Brodhead is sponsoring the Parkview Jazz Bank for the Music in the Park event on Wednesday, beginning at 6:00 p.m.  The Ding a Ling Food Trailer will also be available.

UNFINISHED BUSINESS

                None.

NEW BUSINESS

                Operator Licenses.  Motion by Tuffree, seconded by Knox to accept the Police Committee recommendation to approve Operator Licenses to expire June 30, 2024 for  Darla Grenawalt and Kortni Grenawalt.  Motion carried.

                June Days Temporary License.  Clerk Waege explained that the Lions Club has provided the required Certificate of Insurance.  Motion by Boyce, seconded by Tuffree to approve a Temporary Class “B” Fermented Malt Beverage and Temporary Class “B” Wine License for June 9, 2023 through June 11, 2023 at Purdy Park  for the Orfordville Lions Club for the annual June Days Festival.  Motion carried.

                Update on June Days.  Schmidt explained that the Lions Club is in need of volunteers.   Please consider volunteering to help with this successful event.   A link for Sign Up Genius can be found on the June Days Facebook page.   Boyce asked if there was going to be a Splash Dash again this year.   Boyce offered his shaded back yard for people to use after the race.

                Purchase of Used Squad.  Chief Burdick explained that he is looking at a used F150 Squad on the Wisconsin Surplus auction site.   Chief Burdick explained that he has budgeted money for the purchase.  Chief Burdick further explained that purchasing the truck would be a significant savings for the Village.  The squad comes with the light package, similar graphics, printer, and radar gun.   Chief Burdick added that the Village would still have to purchase the laptop for the squad.

                President Burtness explained that he went over the F150 and said it was very clean. 

                Motion by Tuffree, seconded by Schmidt to authorize Chief Burdick to bid on the F150 squad for purchase for the Police Department.  Motion carried.

                Review of Lot Sale Price for the Business Park Lots.   Clerk Waege explained the original spreadsheet that the Village created to justify selling the lots for $1.00.   Clerk Waege further explained that Burtness Chevrolet was not part of the original TIF District, the valuation from Burtness provides a larger than planned increment for the TIF District.  Knox explained that he was fine with keeping the price at $1.00 per lot; however, he wanted to make sure that the Village is able to get their money back in the event that a project does not succeed.  Clerk Waege explained that the Developers Agreements include the provisions to protect the village.   Clerk Waege further explained that the board approves each Developer Agreement separately as the lots are sold.

                Motion by  Tuffree, seconded by Boyce to continue to sell the lots in the Business Park for $1.00, and to continue to include language in the Developers Agreement that protects the Village financially in the event of default.  Motion carried.

                Personnel Policy Amendments.  President Burtness explained that he put the item on the agenda to discuss the status.   Attorney Mike Hahn explained that he can do a draft that can be continued to be worked on, with a target date of the end of the year for approval.  No action was taken.

TREASURER REPORT

                Motion by Tuffree, seconded by Schmidt to approve the April Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Tuffree, seconded by Myers-Alstat to approve the vouchers with a check range of 35735-35774.  Motion carried.

VILLAGE PRESIDENT UPDATE

                Village President Dennis Burtness updated the following:             

  • This week is Public Works Week!  I would like to thank the hardworking staff we have in Orfordville.  Thanks for hosting the open house last Saturday and to the residents who toured the Wastewater Treatment plant.  We all too often just take for granted that clean water will be there when we open the tap, and the nasty stuff will just disappear when we flush the toilet. 

  • Verizon has completed another step of the process in getting the tower connected, as last week the fiber line was buried along Clark St from downtown to the tower.  I have no information yet when it will be functioning, however. 

  • The Bank of Brodhead presents the Parkview Jazz Band this Wednesday, May 24th at Purdy Park.  The Ding A Ling food truck will be on site starting at 5:30pm with music starting at 6:00pm. 

  • The Wall of Heroes has been completed for Memorial Day and is on display at the American Legion honoring those who have served in the Armed Forces from this area.  Thank you to those who have put time and effort into completing this. 

  • A reminder that Main St at the train tracks will be closed this week during the crossing repair.  The final layer of blacktop will be done on N.Center and S. Richards soon and there are bumps where the road transitions in these locations.  Please watch out for the construction workers in these areas.

CLOSED SESSION

                Motion by President Burtness, seconded by Tuffree to go into closed session at 7:37 p.m. pursuant to Wisconsin State Statutes 19.85(1)( c) to consider employment, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility-specifically to amend Resolution R-2022-06 to consider the Police Committee Recommendation to increase Laura Wickstrum’s hourly wage to $22.03.  Roll Call Vote- Boyce, Schmidt, Myers-Alstat, Tuffree, Knox, and President Burtness-all YES.  Motion carried.

                Reconvene.  Motion by Tuffree, seconded by Boyce to reconvene into Open Session at 7:50 p.m.  Roll Call Vote-Boyce, Schmidt, Myers-Alstat, Tuffree, Knox, and President Burtness-all YES.  Motion carried.  Motion by Tuffree, seconded by Schmidt to increase Laura Wickstrum’s hourly wage effective 05/22/2023 to $22.50 per hour as a result to taking on additional administrative responsibilities for the Police Department.  Roll Call Vote-Boyce, Schmidt, Myers-Alstat, Tuffree, Knox, and President Burtness-all YES.  Motion carried.
