CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.   Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Jeff & Therese Porter, Nathan Porter, Tami Olszewski from Ehlers & Associates, Officer O’Malley Lomax, Chief Brian Raupp, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Cami Myers Alstat.

AGENDA VERIFICATION

                Clerk Waege verified that on May 7, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Tuffree to approve the April 26, 2021 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

NEW BUSINESS

                Planning Commission Recommendation for Lot 15.  President Phillips explained that the Planning Commission made the recommendation to approve the site plan for Lot 15 for Jeff Porter.   Motion by Gerber, seconded by Knox to approve the Planning Commission recommendation to approve the site plan for Lot 15.  Motion carried.

                Grant Agreement for Wisconsin Economic Development.   Motion by Knox, seconded by Schmidt to approve the Community Development Investment Grant Agreement with The Wisconsin Economic Development Corporation for 211 W. Beloit Street.  Motion carried.

                Benefit Walk in the Business Park.  President Phillips explained that the person that requested this agenda item could not attend.  No action taken.

                Resolution R-2021-05 Police Week.   President Phillips thanked Officer O’Malley Lomax and Chief Raupp for the work that they do for the Village of Orfordville.  Motion by Gerber, seconded by Suiter-Meyers to adopt Resolution R-2021-05 to honor Police Week.  Motion carried.

                Resolution R-2021-06 Public Works Week.  President Phillips thanked DPW Director Todd for the work that the department is doing for the Village.  Motion by Tuffree, seconded by Gerber to adopt Resolution R-2021-06 to honor Public Works Week.  Motion carried.

                Resolution R-2021-07 Authorizing General Obligation Bonds for Street Improvements.   Tami Olszewski from Ehlers & Associates was present to explain the resolution.   Olszewski reviewed the Pre-Sale Report for the General Obligation Bonds.  The bonds will refinance existing debt and also borrow additional money for street improvements with an overall total of $3,335,000.00.  Motion by Schmidt, seconded by Suiter Meyers to adopt Resolution R-2021-07 the Initial Resolution Authorizing $1,775,000 General Obligation Bonds for Street Improvement Projects.  Motion carried.

                Resolution R-2021-08 Authorizing General Obligation Bonds for Water Projects.  Motion by Gerber, seconded by Tuffree to adopt Resolution R-2021-08 the Initial Resolution Authorizing $590,000.00 General Obligation Bonds for Water System Projects.  Motion carried.

                Resolution R-2021-09 Authorizing General Obligation Bonds for Sewer Projects.  Motion by Gerber, seconded by Tuffree to adopt Resolution R-2021-09 the Initial Resolution Authorizing $860,000.00 General Obligation Bonds for Sewer Projects.  Motion carried.

                Resolution R-2021-10 Initial Resolution for Refunding Bonds.  Motion by Schmidt, seconded by Gerber to adopt Resolution R-2021-10 the Initial Resolution Authorizing $1,075,000.00 General Obligation Refunding Bonds which will refinance existing Village debt.  Motion carried.

                Resolution R-2021-11 Providing for the Sale of $4,300,000.00 General Obligation Corporate Bonds.   Discussion held on the amount on the Resolution.  The Presale document is for $3,335,000.00 and this Resolution has the figure of $4,300,000.00.   Olszewski explained that we go by the presale document and that the Resolution states up to $4,300,000.00.  Clerk Waege wanted to confirm that the Village was not tied to borrowing the higher amount, which Olszewski said the Village was not and will approve the final document with the $3,335,00.00 amount at closing.  Motion by Tuffree, seconded by Gerber to adopt Resolution R-2021-11 providing for the sale of up to $4,300,000.00 General Obligation Corporate Purpose Bonds.  Motion carried with Knox voting no.

                Resolution R-2021-12 Investment of Bond Proceeds.   Olszewski explained that this document authorizes Ehelrs & Associates to invest the bond proceeds on a short term basis until they are ready to be disbursed.  President Phillips explained that the plan is to do the asphalt surface work this fall and the street projects next year.   Clerk Waege verified that the money will be accessible to the Village to draw for payments when necessary.  Olszewski explained that they would be and that the rate they could give is better the the Local  Government Investment Fund.  Motion by Gerber, seconded by Schmidt to adopt Resolution R-2021-12 which approves the opening of 2021A Bond Proceed Account with TD Ameritrade Institutional and Engage Ehlers Investment Partners as Investment Advisor.  Motion carried.

DEPARTMENT HEAD REPORTS

                President Phillips explained that he attended a meeting with  DPW Director Todd, Nick Bubolz and Ben Heideman both from Town & Country Engineering last week.   President Phillips explained that they were advised that asphalt prices are low right now, which is why the surface work for streets will be done this fall.  President Phillilps further explained that the bids for the street projects will go out in November for work in 2022.  President Phillips explained that undergound pipe is hard to get right now and will hopefully be more available in 2022.  President Phillips also explained that the board members are being provided a copy of the state statutes regarding use of UTV/ATV’s.   President Phillips explained that he is working with the Town of Center on moving forward.  President Phillips asked the board members to review the statutes before the May 24, 2021 meeting as the UTV/ATV discussion will be on the agenda.  Motion by Tuffree, seconded by Suiter-Meyers to approve the Department Head Reports.  Motion carried.
