CALL TO ORDER
President Gary Phillips called the meeting to order at 6:00 p.m. Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were DPW Director Nick Todd, Brett Arnold, Mike Ceslock, and Clerk Sherri Waege. Social Distancing Guidelines were followed.
AGENDA VERIFICATION
Clerk Waege verified that on May 1, 2020, copies of the agenda were delivered to the President and Trustees; and posted on the door of the Village Hall, at the Post Office, and on the Village Website. There were no additions made to the agenda.
REPLACING INTERNATIONAL TRUCK
DPW Director Todd, Brett Arnold, and Mike Ceslock were present to explain the condition of the truck. DPW Director Todd explained that the box was emptied of salt and power washed. They discovered that the box is corroded from salt and has holes that you can see through in the box, the welds are broke, the hydraulics are bad, it will need new brakes soon, the plow needs fixing or replacing, the tailgate is solid rust, and the power steering is bad. DPW Director Todd explained that he had Monroe Truck come and look at the truck. Monroe Truck said they cannot repair or fabricate the existing box, they submitted an estimate of $28,740.00 to replace the box, an approximate figure of $10,000 will also be spent repairing everything else with the truck. DPW Director Todd explained that the motor and cab of the truck are still in good shape. Brett Arnold explained that the truck could be used for leaf pick up. Arnold further explained that they would have to take the existing box off and build a new box to put on it. DPW Director Todd explained that the leaf box has to be taken on and off the existing trucks that are used for every day.
DPW Director Todd explained that he wasn’t planning on replacing the truck until everything that was wrong was discovered. DPW Director Todd explained that they cannot use the box as it is right now. There are two options: the first being having a new box put on for $28,000.00 and spending the additional $10,000.00 to repair everything else, the second option is to purchase a used truck. DPW Director Todd explained that he looked around and found a used 2010 International for $45,000.00. The 2010 International has 31,000 miles, has all the service records, comes with a wing plow, and a salter.
The Village Board thought the best option would be to replace the truck due to the cost to do all of the known repairs. Discussion held on financing the cost or using surplus money. President Phillips explained that he is concerned with adding a loan payment into next year’s budget, due to the potential budget cuts that may be coming next year due to the Corona Virus. The state is suggesting there may be significant cuts due to the loss of sales tax. The existing surplus is $370,247.60, the financing would be with The Bank of Brodhead which offered a five year loan at 2.5 % interest for a total cost of $47,918.00.
Motion by Schmidt, seconded by Gerber to purchase the 2010 International Truck for $45,000.00 using surplus money on hand. Motion carried.
