CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips,  Beth Schmidt. Cami Myers Alstat, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Dennis Burtness, Randy Riese,  Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Tina Suiter-Meyers.

AGENDA VERIFICATION

                Clerk Waege verified that on June 11, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

NEW BUSINESS

                Better Life Walk.   Randy Riese was present on behalf of Better Life 608.  Riese would like to use a portion of the Business/industrial Park for a Better Life Walk on August 8, 2021 from 11:00 a.m. to 1:00 p.m. Riese would like to close a portion of Dodge Street, all businesses would still have street access.  Riese further explained that donations for Orfordville Cup would be accepted at the event.  Motion by Gerber, seconded by Schmidt to give Randy Riese permission to use a portion of the Dodge Street for a Better Life Walk on Sunday, August 8, 2021 from 11:00 a.m. to 1:00 p.m.  Motion carried.

                Police Committee  Recommendation to approve Operator Licenses.  Motion by Knox, seconded by Gerber to accept the Police Committee Recommendation to approve the following Operator Licenses to expire June 30, 2022:  Joseph Collins, Donald Cox, Julie DeLong, Alexia Essen, Lori Francis, Darla Grenawalt, Kortni Grenawalt, Sayge Haskins, Abby Huffman, Joanna Kazanjian, Laurie Knutson, Shari Knutson, Kelly Lawrence, Amanda Linard, Courtney Mielke, Kelly Phillips, Amanda Sainsbury, Brigette Schumacher, Darcy Smith, and Morgan Turner.  Motion carried.

                Police Committee Recommendation to deny an Operator License.  Motion by Gerber, seconded by Knox to accept the Police Committee Recommendation to deny an Operator License to expire June 30, 2022, based on the background check, for Rhonda Bowers.  Motion carried.

                Police Committee Recommendation to amend the Police Service Contract with the Village of Footville.  Chief Raupp explained that he would like to add the language that allows the Orfordville Officers to handle all areas of enforcement with the Village of Footville.  Motion by Knox, seconded by Tuffree to amend Item 2 under Scope of Services to state “The ORPD Officer shall provide patrol services, address possible violations of Footville’s Ordinances, provide community security, enforce traffic laws and parking regulations, and address any other needs of Footville, with the same lawful authority that the ORPD Officer has in the Village of Orfordville, as directed by the Orfordville Police Chief.”  Motion carried.

                Amend Resolution R-2021-05.  Motion by Knox, seconded by Gerber to amend Resolution R-2021-05 to appoint Nick Howard to the vacant spot on the Planning Commission which expires in April 2022.  Motion carried.

                Update on the Lions Club Splash Pad.  Clerk Waege explained that Kerrie Schmidt requested that the item be tabled.  Motion by Tuffree, seconded by Gerber to table to the July 26, 2021 meeting.  Motion carried.

Resolution R-2021-14 Compliance Maintenance Annual Report.  DPW Director Todd explained the annual CMAR report for the Wastewater Treatment Plant.  Motion by Tuffree, seconded by Gerber to adopt Resolution R-2021-14 to approve the annual Compliance Maintenance Annual Report.  Motion carried.

                License for June Days.  Motion by Gerber, seconded by Tuffree to approve the Class “B” Fermented Beer & Wine License for the Orfordville Lions Club for June 18-20, 2021.  Motion carried.

                Annual Fermented Malt Beverage and Liquor Licenses.  Motion by Knox, seconded by Tuffree to grant the following licenses to expire June 30, 2022:  “Class A Fermented Malt Beverage and Intoxicating Liquor” to Dolgen Corp LLC-Amy Trams Agent at 507 N. Main Street, Liquor Barn-Kerry Knutson at 202E. Beloit Street, and Orfordville C Store-The Station- Jon Onsgard at 616 W. Beloit Street; “Class B Fermented Malt Beverage and Intoxicating Liquor” to Knutes Bar & Grill- Kerry Knutson of 206 E. Beloit Street, Stables Bar & Grill- Lori Jester at 717 Genesis Drive, and Villa Pizza & Family Restaurant-Salvatore Mazzarisi at 214 Viking Drive.  Motion carried.

                Use of Village Land that is adjacent to 108 N. Center Street.   President Phillips explained that he was approached by Kevin Lloyd who owns 108 N. Center Street.  Lloyd is requesting to use a piece of the adjoining Village Land that is not used by the Village.  President Phillips explained that a small ten by ten grass section lies between where the parking stalls are on the West and North section of the parking lot directly behind 108 N. Center.  Lloyd has a small lot and would like to have a shed using the Village land.   Clerk Waege explained that a permit would be required for the shed.  The shed would have to comply with existing ordinances in regards to setbacks, which would be hard to do with a small piece of land.  Clerk Waege will check with Attorney Oellerich to see if the Village can allow that in an agreement or if it has to go to the Board of Appeals.  Motion by Knox, seconded by Gerber to table to the June 28, 2021 meeting.  Motion carried.

DEPARTMENT HEAD REPORTS

                President Phillips asked when the lot at 133 S. Maple Street was going to be mowed, as he thought it was supposed to be mowed by today.   DPW Director Todd explained that he was waiting to talk to Chief Raupp who was on vacation.  Motion by Gerber, seconded by Knox to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Tuffree to approve the vouchers for $64,686.26, check numbers 33248-33283.  Motion carried.

                Motion by Knox, seconded by Gerber to adjourn at 7:35 p.m.  Motion carried.
