Regular Board Meeting

Monday, July 27, 2020  7:00 P.M.

CALL TO ORDER

                President Phillips called the meeting to order at 7:00 P.M.  Present were President Phillips, Tina Suiter Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Jason Nehls, Chief Brian Raupp, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on July 24, 2020, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Boyce, seconded by Knox to approve the minutes of the Regular Board Meeting on July 13, 2020.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Jason Knox updated the Village Board on the status of the ATV Routes in the area.  Knox explained that a club of approximately 30 members has been formed.  Knox further explained that they have attended meetings at the Town of Center, Town of Plymouth and Village of Footville.   They will be attending a meeting at the Town of Spring Valley in August.

UPDATE FROM PRESIDENT PHILLIPS

                President Phillips explained that the residential development is moving forward and that ordinance changes will be discussed at the second meeting in August.  President Phillips also added that the Preliminary Plat has been received and the lots are larger than what was originally presented.  President Phillips explained that he has had many complaints about the problems with fiber optic being installed in the Village such as cut phone lines and power lines being cut by Spectrum Charter.   President Phillips had a meeting with both contractors earlier in the day, so hopefully things will be better in the future.  President Phillips further explained that Charter will have service available to some residents starting July 28th.  President Phillips explained that Sonic is working on the South side of the Village and has fiber optic service available to some of those on the south side.   President Phillips explained that he met with Chief Raupp about the ATV Route in the Village.   They discussed reducing the speed limit on S. Highway 213 to extend past the cemeteries to Orfordville Hanover Road.    President Phillips explained that this will help with the ATV route, and added that there will be more traffic in the area with the new residential development.   President Phillips explained that he had a meeting with the Department Heads in the Village in regards to next year’s budget.   The state is predicting a 15%-25% cut in funding to the Village, President Phillips requested the Department Heads to reduce their budgets by 20% to plan for the cuts for 2021.

NEW BUSINESS

                Amend Resolution R2019-11.  Clerk Waege explained that Terry Gerber offered to help with the August election.   Clerk Waege explained that some of the election workers are working for the August primary.  Motion by Tuffree, seconded by Boyce to amend Resolution R-2019-11 to add Terry Gerber to the Election Board for 2020-2021.  Motion carried.

                Resolution R-2020-07 Authorizing the Taxation District to Wave Interest and Penalties on Property Tax Installments due on or after April 1, 2020.    Clerk Waege explained that this was a Resolution adopted by Rock County to help those that may not be able to pay their taxes in full by July 31, 2020 due to the COVID 19 pandemic.  Motion by Tuffree, seconded by Schmidt to adopt Resolution R-2017-07 to authorize the taxation district to wave interest and penalties on property tax installments due on or after April 1, 2020.  Motion carried.

                Wisconsin Economic Development Grant.   Jason Nehls was present to request the board to approve his request to have the Village Board apply for a Wisconsin Economic Development Grant for a new building to be built at 211 W. Beloit Street.  The building will be a new store front with residential apartments.  Motion by Knox, seconded by Boyce to approve the request to apply for the grant through Wisconsin Economic Development for assistance with a new building at 211 W. Beloit Street.   Roll Call Vote-Suiter Meyers, Schmidt, Boyce, Gerber, Tuffree, and Knox-YES, President Phillips-ABSTAIN.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Gerber to approve the vouchers for $14,561.73.  Motion carried.
