CALL TO ORDER
President Dennis Burtness called the meeting to order at 7:00 p.m. Present were President Burtness, David Olsen, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Terry Morris. Also present were Librarian Sarah Strunz, DPW Director Nick Todd, Fire Chief Ryan Perkins, Police Chief Jeremiah Burdick, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on July 5, 2024, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Morris, seconded by Gerber to approve the June 24, 2024 Regular Board Meeting minutes. Motion carried.
CITIZENS WISHING TO BE HEARD
Beth Schmidt explained that the Economic Development Committee would like to have the board review the percentage of commercial space required for store fronts in C-1 zoning. Clerk Waege will set up a meeting with the Planning Commission for discussion.
Myers-Alstat explained that Swartz Chiropractic will sponsor Music in the Park on July 18th at 6:00 p.m. at Purdy Park. Myers-Alstat further explained that there will be a ribbon cutting at Bricks & Stones on August 1st at 6:00 p.m.
UNFINISHED BUSINESS
Personnel Policy Changes. Discussion held. President Burtness will send his copy with notes to Attorney Mike Davis to review. No action taken.
NEW BUSINESS
Amend Village Ordinance Chapter 121. Motion by Gerber, seconded by Tuffree to amend Ordinance Chapter 121 to update and comply with state statutes for Building Inspections in the village. Motion carried.
Update on Flooding from Emergency Management Director/Fire Chief Ryan Perkins. Chief Perkins explained that on June 24, 2024, he did a soft Emergency Management opening to review damage from the rain on June 22, 2024. Chief Perkins contacted Rock County Emergency Management who sent a representative to Orfordville from Wisconsin Emergency Management. Chief Perkins, fire department personnel, and volunteers went door to door in affected areas to assess the damage and upload the information to the state via a phone app. Chief Perkins explained that there was ground water and sewer back up at approximately one hundred homes in the Village, with an estimated damage amount of $317,000.00. Clean up kits were given out to those that needed them. Chief Perkins explained that FEMA gets involved if there is substantial damage to the village’s infrastructure, which there wasn’t. Chief Perkins further explained that Governor Evers did declare a State of Emergency to make funding available. Chief Perkins explained that there are two grant opportunities, which are based on income eligibility, for residents and possibly low income loans available for businesses.
DPW Director Todd explained that the Treatment Plant registered over three times the gallons that it is designed to take in. Since that large rainfall event, the DPW Department has cleaned out half of the ditch across from the treatment plant. Additional projects that are being done is the piping at the drainage ditch at Haugen Park, manholes are being sealed, discussions are going to take place with Nick Elmer from Rock County DPW about cleaning out the ditch at Potter Road, Discussion will also be held on the culvert on Clark Street.
Discussion was held on backflow preventors for residents. Morris suggested that we make the residents aware that those are an option for residents, as most are not aware of what purpose they serve.
The Board thanked Chief Perkins for all his work with the residents with the Emergency Management process.
DEPARTMENT HEAD REPORTS
Librarian Strunz thanked Chief Perkins for the impromptu tour the department gave to kids that were doing the summer program for the library. Motion by Tuffree, seconded by Myers-Alstat to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Morris, seconded by Schmidt to approve the vouchers with a check range of 37258-37274. Motion carried.
