CALL TO ORDER
President Dennis Burtness called the meeting to order at 7:00 p.m. Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Jason Knox. Also present were Nick Bubolz from Town & Country Engineering, Tayna Burtness, Librarian Sarah Strunz, Chief Jeremiah Burdick, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on August 6, 2022, copies of the agenda were delivered to the President and Trustees; and posted at the Library, Bank of Brodhead, Post Office, and the Village Hall. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Boyce, seconded by Knox to approve the July 25, 2022 Regular Board Meeting minutes. Motion carried.

UNFINISHED BUSINESS
Request of Hononegah Archery. President Burtness explained that Chief Burdick would prefer that the request not be approved due to the liability. Chief Burdick further explained that Hononegah Archery is a private business and is not a non profit organization. President Burtness explained that he reached out to Beloit Field Archery Club and explained that they allow kids and 4-H Clubs to use their facility. Motion by Tuffree, seconded by Schmidt to deny the request of Hononegah Archery to be able to instruct bow and arrow in the village limits. Motion carried.
NEW BUSINESS
Pay Request #4 for Maddrell Excavating. Engineer Nick Bubolz was present to explain the pay request for Maddrell Excavating. Bubolz explained that the projects for S. Richards Street and the intersection of N. Mowe and E. Church Street are progressing. The contractor ran into bad soil which required extra evacuation. Bubolz further explained that the sidewalk repair at the corner of N. Center and E. Church Street by the school is delayed due to Frontier. The contractors have been waiting for Frontier to come relocate their equipment to a new pole. Alliant will come in and finish once Frontier does their portion of the project. Bubolz explained that Frontier is supposed to come on August 9th to do the work.. Motion by Gerber, seconded by Schmidt to approve Pay Request #4 for Maddrell Excavating for $456,450.21. Motion carried.
President Burtness explained that there are a lot of yellow markings from Alliant near the intersection of S. Richards and Walnut Street. President Burtness wondered if the phone lines were being replaced. Bubolz explained that the pedestal on the North West corner is being removed.
Boyce explained that the trucks are dropping large rocks on N. Main Street when they drive down the street. Bubolz will speak to the contractor.
Myers-Alstat explained that she lives on one of the streets they are working on. Myers-Alstat further explained that Maddrell Excavating has been excellent to work with during the project.
Temporary Beer & Wine License for the Lions Club. Motion by Gerber, seconded by Tuffree to approve the Temporary Beer & Wine License for the Lions Club for the Music in the Park event on Thursday, August 18, 2022. Motion carried.
Resolution R-2022-03 Fire Department Referendum. President Burtness explained that the Fire Commission is having a special meeting on Wednesday, August 10, 2022 to discuss the possible Referendum to fund fire department personnel. Motion by Tuffree, seconded by Boyce to table to the August 22, 2022 meeting, pending specific information for the Resolution. Motion carried.
May Treasurer Report. Motion by Tuffree, seconded by Gerber to approve the May Treasurer Report. Motion carried.
June Treasurer Report. Motion by Myers-Alstat, seconded by Gerber to approve the June Treasurer Report. Motion carried.
Update on Planter Placement Downtown. President Burtness explained that DPW Director Todd has been working with the vendor on getting the planters replaced. The planters are all supposed to be brown and are streaked and some are the color of concrete. President Burtness further explained that the vendor has finally agreed to replace the planters at no charge to the Village. President Burtness explained that the Village will be ordering smaller planters for the replacement and gets to also keep the existing planters. The existing planters will be turned parallel to the street for now, the new planters will be put out in the Spring. Schmidt explained that the existing planters may be used next year for community projects. No action was taken.
Update on Street Project. President Burtness wanted this on the agenda to explain the delay on the N. Center Street project. President Burtness explained that the corner is not finished due to Frontier not coming to move their equipment to a new pole. Frontier is supposed to come on August 9th to do the work. The sidewalk will be done after Frontier is done. Tayna Burtness asked at what point do we quit waiting on Frontier and do the work ourselves. Bubolz explained that we are close to being at that point. No action was taken.
DEPARTMENT HEAD REPORTS
Schmidt asked about the Code of Conduct Statement with the Clerk’s Report. Clerk Waege explained that she attended training in Green Bay in July where the former Mayor of Appleton discussed Code of Conduct for Board Members and Staff. Clerk Waege added that the City of Appleton reviews the Code of Conduct at their annual meeting every April. Schmidt thanked Clerk Waege for including it in the packet.
President Burtness thanked Librarian Strunz for the Library Report, and explained that he is amazed at the number of patrons and items being checked out.
President Burtness wanted to remind the public of the following events coming up;
· The final Movies in the Park for this year will be this Friday, August 12th at Purdy Park.
· The American Legion has bike night the second and fourth Thursday of the month through September 8th.
· August Market Day will be held on Saturday, August 20th from 9:00 a.m. to 1:00 p.m.
· The Block Party will be held on Friday, September 9th at Purdy Park. There will be a tailgate meal available as there is a football game that night.
Tayna Burtness explained that she would like to see these events on the Village Calendar as many residents have strayed from using Facebook.
