CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Chief Jeremiah Burdick, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on September 7, 2022, copies of the agendas were delivered to the President and Trustees; and posted at the Village Hall, Library, Post Office, and the Orfordville Bank of Brodhead.  There were no additions made to the agenda.

MINUTE APPROVAL

                President Burtness explained that there was one spelling error on the August 22, 2022 minutes which he had Clerk Waege correct.   President Burtness asked if there any other corrections.   No corrections were requested.  Motion by Tuffree, seconded by Schmidt to approve the August 22, 2022 minutes with the one spelling correction.   Motion carried.

CITIZENS WISHING TO BE HEARD

                Nikki Tuffree of 405 S. Wright Street was present to address the board.  Tuffree thanked everyone for attending the block party event.  Tuffree explained that the event was very successful.  Tuffree added that the event drew a lot of people into the Village which benefited our local businesses.   Tuffree explained that she heard positive feedback from the school, Subway, and Knutes.  Tuffree presented a donation of $182.00 to the Police Department from the event.  Tuffree explained that the Fire Department and FFA Chapter will also receive donations.  Myers-Alstat thanked Tuffree for all of her work with the event.  Tuffree thanked Chief Burdick, the Fire Department, Public Works Department, and Darla Grenawalt for all of their help with the event.

                None.

NEW BUSINESS

                Resolution R-2022-04.  Motion by Tuffree, seconded by Myers-Alstat to adopt Resolution R-2022-04 to recognize Gail Sumi and Curt Witynski for their years of service to the League of Wisconsin Municipalities.  Motion carried.

                Joint Powers Agreement.  Motion by Knox, seconded by Gerber to approve the Joint Powers Agreement with Rock County for 2023.  Motion carried.

                Sewer Cleaning Bids.   Bids were not received yet.  No discussion held, no action taken.

                Traffic Control on N. Main Street.   DPW Director Todd explained that the cross walks on N. Main and E. Church Street will be moved to the north side of the intersection, which will clean up the area as it will line up with the sidewalk on the North side of E. Church Street.

                Boyce explained that we looked into the solar lights a few years ago and it was too expensive.    DPW Todd explained that he is hoping to put money in the 2023 budget for the two handicapped ramps and solar crossing lights for E. Church Street/N. Main Street and also for Clark Street/W. Beloit Street.   N. Center Street/ Beloit Street are budgeted for 2022.

                Discussion held on the cars parked at the intersection of N. Main Street and E. Rime Street.  President Burtness explained that the cars are legally parked.   Chief Burdick explained that the no parking area needs to be painted in that location.    DPW Director Todd explained that the curbs will be painted in the next couple weeks and added that he wasn’t sure that new paint on the curb will change the line of site issue at the intersection. 

                President Burtness explained that he would like additional traffic enforcement on N. Main Street.    Boyce explained that stop signs at E. Church Street and N. Main Street would slow traffic, as he is concerned about that area due to the high volume of kids crossing.  Gerber explained that the stop sign was brought up before and the former Chief was against it.   Schmidt explained that lines were not painted on the road at that time.  Schmidt further explained that painted lines create a narrow vision for the street which slows down traffic.

                Chief Burdick explained that proactive patrol will help with the speed problem.

                President Burtness added that there is additional traffic now due to the detour.

                No action was taken.

Providing Video of Village Board Meetings.    President Burtness requested that the item be tabled.  Motion by Tuffree, seconded by Gerber to table to the September 26, 2022 meeting.  Motion carried.

DEPARTMENT HEAD MEETINGS

                Motion by Knox, seconded by Gerber to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Tuffree, seconded by Gerber to approve the vouchers for $37,907.12 with a check range of 34816-34846.  Motion carried.

ADJOURN

                Motion by Tuffree, seconded by Knox to adjourn at 7:23 p.m.  Motion carried.
