CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 P.M.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Jason Knox.   Also present were Attorney Mike Hahn, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on October 21, 2022, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, Bank of Brodhead, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Tuffree to approve the October 10, 2022 minutes.   Motion carried.

CITIZENS WISHING TO BE HEARD

                Beth Schmidt advised those present that there will be a Splash Pad meeting at the Village Hall on Tuesday, October 25th at 6:00 p.m.  Schmidt explained that the company representative will be at the meeting to answer questions from the residents.  Schmidt encouraged the public to attend.

                Terry Gerber explained that they Lutefisk Dinner at the Orfordville Lutheran Church was very successful.  Gerber explained that they fed 500 people.  Gerber further explained that this event brings a lot of people to the Village.

UNFINISHED BUSINESS

                Video Taping Village Board Meetings.   President Burtness explained that he met with John Thomson from the Footville Church of Christ regarding video taping meetings for public view.  President Burtness explained that the Church is in a different position than the village as they do not have any storage requirements.   President Burtness explained that offering video taped meetings would require an expense of a new computer, storage space, and possible software cost.  President Burtness further explained that the Village would have to have someone here to operate the equipment during the meetings.  Gerber explained that he didn’t feel that there would be enough people to view it that would justify the expense.  Gerber further explained that the City of Janesville and Janesville School District offer it and have little attendance.    Schmidt explained that  the Rock County Board also offers the service and has very little people that take advantage of it.   President Burtness explained that he didn’t feel the few that requested it justified the cost to do it.   Gerber explained that he would consider it if it became necessary in another pandemic situation.  Motion by Gerber, seconded by Myers-Alstat to deny the request to video tape meetings for public view.   Roll Call Vote-Boyce and Knox-No,   Schmidt, Myers-Alstat, Tuffree, Gerber, and President Burtness-YES.  Motion carried.

                Mobil Food  Vendor Application.  Discussion held on listing locations on the applications.   Motion by Boyce, seconded by Gerber to approve the application with two changes:  remove the last bullet point on the first page requesting additional locations be listed on the back and to also list one space for the location being requested.  Motion carried.

NEW BUSINESS

                Police Committee Recommendation to Approve Operator Licenses.   Chief Burdick explained that all seven were recommended for approval.  Motion by Gerber, seconded by Schmidt to accept the Police Committee Recommendation to approve Operator Licenses to expire June 30, 2023 for:  Heather Higgenbothum, Cassady Loveridge, Heidi Swartz Melton, Charysma Mould, Addison Olson, Broke Schoon, and Erin Turner.  Motion carried.

                Police Committee Recommendation to promote Senior Officer Mike Rufer.   President Burtness explained that Senior Officer Rufer has been very helpful and is a great contributor to the Village.  Tuffree explained that the title will reflect the duties and hierarchy for Senior Officer Rufer that is already in place.   Chief Burdick explained that Senior Officer Rufer has already received the additional responsibilities and pay increase.  Chief Burdick further explained that a one time increase of $300.00 for uniform allowance is needed to pay for the new badge and the chevrons for the uniform.  Motion by Boyce, seconded by Tuffree to accept the Police Committee recommendation to promote Senior Officer Mike Rufer to Sergeant and to increase the uniform allowance by $300.00 for Sergeant Rufer to purchase a new badge and uniform chevrons.  Motion carried.  Knox asked if the Village would get the equipment back in the event that Sergeant Rufer were to leave.   Chief Burdick explained that the badge would be returned to the Village as it is Village property. 

                Tuffree read the following statement:  “Patrol Sergeant Mike Rufer started with the Village of Orfordville under former Chief David Wickstrum in 2015.   Sergeant Rufer resigned briefly in December 2021 and returned to the Village in April 2022.   For seven years, Sergeant Rufer has faithfully served the Village of Orfordville.  I would like to thank him for his involvement with the school and youth of this community, his time as a court officer, and his all around positive attitude.  Please join me in a long overdue thank you to Segreant Rufer.”   

                Sergeant Rufer was not able to attend as he was working a second shift in the Village of Clinton.

Amend Mobil Food Service Establishment Ordinance Chapter 138.  Attorney Mike Hahn provided an updated revision of the ordinance using President Burtness’ suggestions from the last meeting.   Additional changes will require those operating on their private property to get permission from adjoining land owners for landowners with 100 feet of their property.  Changes in location will require a three day notice as well.  Additional language will be added that will state the Village Clerk can issue the permit after review from the Police and Fire Departments.  Attorney Hahn advised the board that they will still need to do a Resolution, with a map, that lists the locations that Food Trucks can operate in the Village.  Motion by Tuffree, seconded by Schmidt to table to the November 14, 2022 meeting to allow time for Attorney Hahn to revise the ordinance.  Motion carried.

Amend Resolution R-2022-18 Election Board.  Clerk Waege explained that she added Lois Conradson and Glen Johnson to the Election Board.   Motion by Tuffree, seconded by Gerber to amend R-2022-18 to add Lois Conradson and Glen Burtness to the Election Board.  Motion carried.

Short Term Parking Agreement for the Village Hall.  DPW Director Todd will get the information to Attorney Hahn.  Motion by  Tuffree, seconded by Boyce to table to the November 14, 2022 meeting.   Motion carried.

TREASURER REPORT

                Knox asked about some older items that have not cleared the account.  Clerk Waege explained that two of them were from the Audit Entries that she would like to review with the auditor.    Motion by Tuffree, seconded by Schmidt to approve the September, 2022 Treasurer Report.  Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Schmidt to approve the vouchers for $59,970.23 with a check range of 34965-34987.  Motion carried.

VILLAGE PRESIDENTS UPDATE

                President Burtness explained the following:

·          The new pedestrian signs are up.  Thank you to the DPW.

·         The Lions Club Christmas Parade will be on December 3, 2022.

·         There is a Splash Pad meeting at 6:00 p.m. on October 25th.

·         Shop Small Saturday will be on November 26th.

·         Downtown Dreamers will have their ribbon cutting this Saturday at 9:30 a.m.   Downtown Dreamers rents spaces to vendors to sell items.

·         Trick or Treating will be on October 31st from 5:00 pm. To 7:00 p.m.
