Regular Board Meeting

CALL TO ORDER

            Village President Dennis Burtness called the meeting to order at 7:05 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, Terry Gerber, and Jason Knox.  Also present were Kerry Knutson, Keith Roe, Jenny Schroeder, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

            Clerk Waege verified that on November 11, 2022, copies of the agenda were delivered to the President and Trustees; and posted at the Library, Village Hall, Bank of Brodhead, and Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

            Motion by Gerber, seconded by Schmidt to approve the minutes of the Regular Board Meeting of October 24, 2022 and Special Board Meeting of November 2, 2022.  Motion carried.

CITIZENS WISHING TO BE HEARD

            None.

UNFINISHED BUSINESS

            Mobile Food Truck Vendor Ordinance.  Motion by Tuffree, seconded by Schmidt to adopt Chapter 138 which outlines the Regulations for Mobile Food Vendors.  Motion carried.

            Short Term Agreement for Parking at the Village Hall.   Motion by Boyce, seconded by Schmidt to approve the Hold Harmless Facility Use Agreement to be used for companies that are doing work in the Village of Orfordville.  Motion carried.

NEW BUSINESS

            Outside Consumption for Knutes Bar & Grill.    Kerry Knutson was present to request for outside consumption for his 25th anniversary in August 2023.  Knutson requested to be allowed outside consumption on August 25 and August 26, 2023.  Knutson explained that he will have the midget wresting on Friday night and a pig roast, corn boil, live music, and car show on Saturday.  Motion by Gerber, seconded by Knox to allow outside consumption for Knutes Bar & Grill at 208 E. Beloit Street on Saturday, August 25th and Sunday, August 26th until 12:00 p.m. midnight-both nights.  Motion carried.

            Water Utility Simple Rate Increase.  DPW Director Todd explained that the utility has been operating in the red for several years.   DPW Director Todd further explained that the DNR is recommending a simple rate increase now and recommended that we apply for a full rate case review with the Public Service Commission.  Motion by Tuffree, seconded by Boyce to proceed with the 3% Simple Rate Increase.  Motion carried.

            Resolution R-2022-05 approving public locations for Food Trucks.  Motion by Tuffree, seconded by Gerber to table to the November 28, 2022 meeting.  Motion carried.

DEPARTMENT HEAD REPORTS

            Motion by Knox, seconded by Gerber to approve the Department Head Reports.  Motion carried.

VOUCHERS

            Motion by Tuffree, seconded by Schmidt to approve the vouchers with a check range of 35027-35101 for $69,793.50.  Motion carried.

ADJOURN

            Motion by Knox, seconded by Gerber to adjourn at 7:36 p.m.  Motion carried.
