Budget Public Hearing

Monday, November 23, 2020  7:00 P.M.

CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips, Tina Suiter Meyers, Nikki Tuffree, Terry Gerber, and Jason Knox.  Board Member Chuck Boyce participated via Zoom.  Also present were Attorney Michael Oellerich, Chief Brian Raupp and Clerk Sherri Waege.   DPW Director Nick Todd participated via Zoom.  Absent was Beth Schmidt.

AGENDA VERIFICATION

                Clerk Waege verified that on November 20, 2020, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Tuffree, seconded by Knox to approve the minutes of the November 9, 2020 meeting.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

BUDGET PUBLIC HEARING

                Open Public Hearing.  President Phillips opened the public hearing for the 2021 General Fund Budget at 7:05 p.m.  There were no citizens present that participated in the Budget Public Hearing.   Clerk Waege explained that she and Chief Raupp met on Friday to add the figures for the Footville Contract into the budget. Clerk Waege explained that the percentage increase went up which means the Village will not qualify for Expenditure Restraint money.

                Close Public Hearing.  President Phillips closed the Public Hearing for the 2021 General Fund Budget at 7:10 p.m.   There were no amendments made to the budget.

                Adopt the 2021 General Fund Budget.  Motion by Tuffree, seconded by Gerber to adopt the 2021 General Fund Budget for $1,336,101.00.  Motion carried.

                Adopt Tax Levy for the 2021 General Fund Budget.  Motion by Gerber, seconded by Knox to set the 2021 General Fund Tax Levy at $626,067.00.  Motion carried.

UNFINSISHED BUSINESS

                None.

UPDATE FROM PRESIDENT PHILLIPS

                President Phillips explained that the infrastructure for Mill Valley Subdivision started and is going well.   President Phillips explained that the Lions Club is sponsoring a Christmas decorating contest for homes in the area.   Information is on the Only in Orfordville Page and the Website.  President Phillips explained that the prizes are$100.00, $50.00, and $25.00.   Tuffree explained that you can register on the Village’s website at www.orfordville.org.

NEW BUSINESS

                Operator Licenses.   Chief Raupp explained that there were no issues with the applicants.  Motion by Gerber, seconded by Tuffree to approve the Police Committee recommendation to issue Operator Licenses to expire June 30, 3021 to Julia DeLong, Miranda Firth, and Darcy Smith.  Motion carried.

                Approve new Liquor License Agent for Dollar General.  Chief Raupp explained that there were no issues with the applicant.  Motion by Suiter-Meyers, seconded by Tuffree to approve Amy Trams as the Agent for the “Class A” Intoxicating Liquor and Class “A” Fermented Beverage to expire June 30, 2021 for Dollar General at 507 N. Main Street.

                Audit Contract.  Clerk Waege explained that the current auditor, Jim Frechette, decided to retire with one year remaining in his contract with the Village.  Clerk Waege further explained that Jim Frechette has recommended Sitzberger CPA and Business Advisors to fulfill his contract as he has worked with them in the past.  Motion by Suiter-Meyers, seconded by Tuffree to approve the Audit Contract with Sitzberger CPA and Business Advisors to expire after the 2022 audit.  Motion carried.

                Resolution R-2020-09.   Attorney Michael Oellerich was present and explained that the Village will need to adopt a Resolution if they want to move forward with having an advisory referendum on the ballot for the April 6, 2021 Spring Election.  Motion by Gerber, seconded by Tuffree to adopt Resolution R-2020-09 to proceed with having an advisory referendum on the ballot for the April 6, 2021 Spring Election to designate the authority for the Village Board to decide if they will allow the use of ATV/UTV’s on Village streets.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Gerber to approve the vouchers.  Motion carried.
