Regular Board Meeting

CALL TO ORDER

            President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips, Tina Suiter-Meyers, Chuck Boyce, Beth Schmidt, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Ben Heidemann from Town & Country Engineering, Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

            Clerk Waege verified that on December 11, 2020, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

            Motion by Tuffree, seconded by Knox to approve the minutes of the November 23, 2020 Regular Board Meeting and Budget Public Hearing.  Motion carried.

CITIZENS WISHING TO BE HEARD

            None.

            None.

NEW BUSINESS

            Resolution R-2020-10 setting 2021 wages.  Motion by Gerber, seconded by Suiter-Meyers to adopt Resolution R-2020-10 to set the 2021 employee wages.  Motion carried.

            Water Certification Agreement with Devin Clark.  DPW Director Todd explained that the DNR cancelled all testing due to COVID.  The Village had to operate under Dave Fullers certification as DPW Director Todd’s May testing was cancelled and has not yet been rescheduled.   DPW Director Todd explained that the DNR has him on a list for testing tentatively for February 2021.   DPW Director Todd explained that the DNR notified him that Dave Fullers certification expired.   DPW Director Todd reached out to the Village of Footville to see if we could work under their certification. Employee Devin Clark provided DPW Director Todd with a proposal.  Motion by Boyce, seconded by Suiter-Meyers to approve the agreement with Devin Clark to work under his water certification for $500.00 per month, until DPW Director Todd can take his test.  Motion carried.

            Proposal from Town & Country Engineering regarding remaining grant money from Rural Development.   Ben Heidemann was present to explain that there is approximately $270,000.00 left in grant money that can be used by the sewer utility.   Heidemann explained that DPW Director Todd would like to purchase a portable stand by generator for the lift station on Colby Drive.  The estimated cost of the generator and new transfer switch will be $60,000.00.   Heidemann further explained that DPW Director Todd would like to line manholes and sewer mains with the remaining money to address the inflow and infiltration problem in the Village. Heidemann explained that the engineering fees and the cost to facilitate the funding with Rural Development will be $19,500.00.  Motion by Tuffree, seconded by Gerber to approve the proposal from Town & Country Engineering to facilitate the remaining projects for the sewer utility using remaining grant funds through Rural Development.  Motion carried.

DEPARTMENT HEAD REPORTS

            Motion by Gerber, seconded by Suiter Meyers to approve the Department Head reports.  Motion carried.

VOUCHERS

            Motion by Boyce, seconded by Gerber to approve the vouchers.  Motion carried.

ADJOURN

            Motion by Tuffree, seconded by Knox to adjourn at 7:12 p.m.  Motion carried.
