CALL TO ORDER
President Gary Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Cami Myers-Alstat, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Carl Voelkel, Dennis Burtness, Craig O’Leary, Librarian Sarah Strunz, DPW Director Nick Todd, Chief Brian Raupp, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on November 5, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.
There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Gerber, seconded by Tuffree to approve the minutes of the Regular Board Meeting of October 25, 2021 and Special Board Meeting of October 27, 2021. Motion carried.
CITIZENS WISHING TO BE HEARD

UNFINISHED BUSINESS
Building Inspector. Clerk Waege explained that she had two proposals, one from Char Martin and the other from General Engineering Company. Clerk Waege explained that Char Martin is a former state inspector that now works for the City of Sun Prairie. Martin would do inspections on nights and weekends. Martin would also be on the village’s payroll as she does not have liability insurance. General Engineering Company is based out of Portage and has many inspectors. Clerk Waege explained that she and President Phillips met with the representatives from General Engineering Company, including the inspector for this area. President Phillips explained that General Engineering Company would not be part of the payroll as they carry their own liability insurance. President Phillips further explained that having General Engineering Company would mean that we would always have someone available in the event that our designated inspector was on vacation or out of town. President Phillips explained that the proposal also includes permit fees with a ten percent increase for the village to maintain, meaning General Engineering Company keeps 90%. Clerk Waege explained that General Engineering recommended that the Village have the county doing the initial zoning and setback review for permits for new construction and other permits that require setback review. Clerk Waege explained that she does not have that option ready for approval yet. Knox asked if the proposal included commercial. President Phillips explained that it did, and that he would like to have one inspector for everything. Motion by Knox, seconded by Suiter-Meyers to accept the proposal from General Engineering Company for residential and commercial building inspections, and to accept the permit fees as provided in the proposal. Motion carried.
NEW BUSINESS
Developers Agreement with Carl & Marisa Voelkel for a portion of 702 W. Brodhead Street for a commercial business and storage sheds. Carl Voelkel was present regarding the Developers Agreement. Voelkel explained that they reviewed the sample Developer Agreement and needed some changes. Voelkel explained that they would like to do the storage sheds first in the first year, and then the commercial building second depending on the business climate after the storage sheds are complete. Voelkel added that it is common to do one building in a twelve-month period. Voelkel added that ideally, they would like to have the main commercial building built in two to three years.
President Phillips explained that Voelkel would have to include both building plans in the state submittal for building plans so that the storm water evaluation can be done. Voelkel agreed and further explained that in order to secure financing, the bank will require to have committed renters for both the storage sheds and the commercial building. Voelkel explained that they want to do the storage sheds first along the highway 11 corridor, and then start with the main building. The main building plan would be to have two sections, one large section for a larger business and a smaller section for multiple tenants for smaller businesses.
President Phillips and Knox both explained that they are concerned with the main commercial building not being built. Voelkel explained that the big commercial building is part of the plan but cannot guarantee when it will happen.
President Phillips suggested that Attorney Oellerich create a Developers Agreement that will address the commercial building being built second, with provisions that will set parameters for the second building.
Motion by Knox, seconded by Tuffree to have Attorney Oellerich negotiate the Developers Agreement with President Phillips and Carl Voelkel, with an item that will address the requirements for the second building. Motion carried.

Motion by Knox, seconded by Suiter-Meyers to approve the Department Head Reports. Motion carried.
VOUCHERS
Motion by Knox, seconded by Schmidt to approve the vouchers with a check range of 33793-33818. Motion carried.
