CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:02 p.m.  Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Cami Myers-Alstat, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Nick Bubolz from Town & Country Engineering, Dianne Myhre, Randy Page, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on December 10, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Tuffree, seconded by Knox to approve the minutes from the November 22, 2021 Regular Board Meeting.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Diannne Myhre of 108 S. Center Street was present with concerns she wanted to share with the board.  Myhre explained that there is a black truck that parks along S. Center Street that never moves.  Myhre brought pictures with to show the vehicle.   Myhre added that she nearly hits the vehicle when she turns onto S. Center Street when coming from the East.  President Phillips explained that the truck is parked in a legal parking spot.  Myers added that the truck never leaves and is parked there 24/7.  Myhre then showed pictures where the cars are driving through behind the patio on to S. Center Street.  President Phillips explained that he spoke with DPW Director Nick Todd about closing off that area now that the back of 211 W. Beloit Street is complete.  President Phillips explained that tennats were driving through there when access was limited during construction.  The area will be blocked in the near future.  Myhre then asked about the light on the back of 211 W. Beloit Street.  Myhre explained that the light is very bright .  Myhre further explained that her entire back yard is lit up and showed a picture of the light looking through her kitchen window.  President Phillips explained that the lights are required to be cast down, which they are.   Myhre explained that the lights are square.  President Phillips replied that they are square but casting down as required.

NEW BUSINESS

                Planning Commission recommendation for variance at 511 E. Beloit Street.  President Phillips explained that the Planning Commission recommended to approve the variance as Randy Page has a large parcel of land.  Motion by Gerber, seconded by Schmidt to accept the Planning Commission recommendation to grant a variance to Randy and Melinda Page at 511 E. Beloit Street to build an addition to their existing to garage with an overall total of 2,244 square feet.  Motion carried.

                Fundraiser for Taylor Stuehler.  Clerk Waege explained that Taylor Stuehler called and is unable to attend tonight. Motion by Tuffree, seconded by Gerber to table to the January 10, 2022 meeting.  Motion carried.

                Audit Contract.  Motion by Gerber, seconded by Tuffree to approve the annual audit contract with Sitzberger CPA’s and Business Advisors for $14,825.00 for 2022.  Motion carried.

                Sewer Lining Pay Request.   Nick Bubolz from Town & Country Engineering was present to explain Pay Request #1 for McCann’s Underground Inc for $91,876.00.  Bubolz explained that there will be a second pay request once the televising is complete.   Motion by Knox, seconded by Schmidt to approve Pay Request #1 for McCann’s Underground Inc. for the sewer lining project and to use remaining Rural Development Grant money for the expense.  Motion carried.

                R-2021-17 approving 2022 Wages.  Motion by Knox, seconded by Gerber to approve Resolution R-2021-17 to set the employee wages for 2022.  Motion carried.

                R-2021-18 approving the Election Board.  Motion by Schmidt, seconded by Suiter-Meyers to adopt Resolution R-2021-18 to approve the Election Board for 2022-2023.  Motion carried.

DEPARTMENT HEAD REPORTS

                Motion by Tuffree, seconded by Schmidt to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Gerber to approve the Vouchers for $541,486.52 with a check range of 33877-33925.  Motion carried.

ADJOURN

                Motion by Gerber, seconded by Knox to adjourn at 7:16 p.m.  Motion carried.
