CALL TO ORDER
President Gary Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Beth Schmidt, Cami Myers Alstat, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Howard Franklin, Nick Bubolz from Town & Country Engineering, Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege. Absent was Tina Suiter-Meyers.
AGENDA VERIFICATION
Clerk Waege verified that on December 22, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Gerber, seconded by Tuffree to approve the December 13, 2021 minutes. Motion carried.
CITIZENS WISHING TO BE HEARD
Howard Franklin of 507 S. Richards Street was present regarding his 2021 tax bill. Franklin explained that he has been paying the taxes since he has lived here and wondered when it stops. Franklin further explained that he did not feel he should pay towards the new subdivision. Franklin added that he is on a fixed income and that the taxes are getting out of hand. President Phillips explained that all present also pay the tax bills in the Village. President Phillips further explained that taxes are typically higher in a small town as less people pay towards the expenses. President Phillips further added that the state has limited municipalities on how much they can increase the tax rate and that the cost of everything has gone up. President Phillips further added that the increase was mostly for road repairs in the Village. Franklin added that he used to be on the Village Board so he understood how it all works, and that he plans to get more involved upon his retirement.
VILLAGE PRESIDENTS’ CONCERNS
President Phillips explained that he followed up on the three concerns that were brought up by Dianne Myhre at the last meeting. President Phillips explained that the black truck that she was concerned about is legally parked, and the concern of vehicles driving behind the businesses has been addressed as the area is now blocked off now that construction is done. President Phillips then explained that after that meeting, he went to check out the bright light complaint on the back of 211 E. Beloit Street. President Phillips admitted that the light is indeed bright and cascades out but does not go out as far as Well Street. President Phillips explained that the Myhre property is on the other side of Well Street. President Phillips added that the light is much like the lights on the football field and are bright if you are looking at them.

NEW BUSINESS
Bids for 2022 Street and Utility Bills. Nick Bubolz from Town and Country Engineering was present regarding the bids. Bubolz explained that six bids were received, and Maddrell Excavating from Brodhead was the low bid. Bubolz added that the bids came in lower than what was estimated which is most likely due to the bids being done early. Bubolz further explained that the base bid for S. Richards Street, N. Center Street and the intersection of N. Mowe and E. Church Street was for $1,238,696.94, Alternate Bid 1 for the bump outs downtown was for $55,978.98, Alternate Bid 2 for pavement marking on N. Main Street was for $16,595.00, and the Supplemental Bid for unforeseen conditions is for $23,721.50. And additional 10% is recommended for contingency.
Knox explained that he compared the bids to the estimates and wondered why the Maddrell bill was much higher than the others in certain areas. Bubolz explained that it is common for the bids to be that way as each contractor is unique on how they figure the bid for the project.
Motion by Myers-Alstat, seconded by Tuffree to accept the bid from Maddrell Excavating LLC as follows: Base bid of $1,238,696.94, Alternate Bid 1 for $55,978.98, Alternate Bid 2 for $16,595.00, and Supplemental Bid of $23,721.50 for an overall total of $1,334,992.42. Motion carried.
TREASURER REPORT
Motion by Tuffree, seconded by Schmidt to table to January 10, 2022. Motion carried.
VOUCHERS
Motion by Gerber, seconded by Schmidt to approve the vouchers for $70,633.83 with a check range of 33950-33970. Motion carried.
ADOURN
Motion by Gerber, seconded by Schmidt to adjourn at 7:24 p.m. Motion carried.
