CALL TO ORDER
President Gary Phillips called the meeting to order at 5:30 p.m. Present were President Phillips, Beth Schmidt, Terry Gerber, Nikki Tuffree, and Jason Knox. Cami Myers-Alstat arrived at 5:32 p.m. and Tina Suiter-Meyers arrived at 5:35 p.m. Also present were Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.
AGENDA VERIFICATION
Clerk Waege verified that on January 28, 2022, copies of the revised agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Post Office. There were no additions made to the agenda.
Resolution R-2022-01 enforcement of the winter parking ordinance. President Phillips read Resolution R-2022-01. President Philips explained that it is hard for the Public Works Department to plow curb to curb when there are cars violating the ordinance. President Phillips added that there was one block that had many cars parked and it was difficult to plow that street.
Chief Raupp explained that they are not a 24 hour Police Department. Chief Raupp further explained that the last snowfall was missed as two officers were on vacation and the third one was sick.
President Phillips explained that the public works department is not a 24 department either, but they do have to come in for snow events. President Phillips added that snow emergencies come when they come and schedules have to change to accommodate them. President Phillips suggested that the schedule could be amended for snow events.
Chief Raupp requested that the Resolution not be approved so the Emergency Management Committee can review it first.
Motion by Knox, seconded by Myers-Alstat to deny approval until the Emergency Management Committee has a chance to review it. Roll Call Vote-Suiter-Meyers, Schmidt, Myers-Alstat, Gerber, Tuffree, Knox, and President Phillips-all YES. Motion carried.
Personnel Policy Amendment
President Phillips explained that there was a situation this summer where two of the three public works employees were both on vacation at the same time , and something came up where our department was short. President Phillips added that the same thing happened with the Police Department during the last snow event.
Chief Raupp and DPW Director Todd were both fine with the amendment. Motion by Tuffree, seconded by Schmidt to amend the Employee Personnel Policy to state “employees from the same department cannot use PTO/Vacation time for more than one day (consecutive) unless prior approval from the Village President is granted two weeks ahead of time.” Motion carried.
