Regular Board Meeting

CALL TO ORDER

                Village President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, Chuck Boyce, Beth Schmidt, Cami Myers-Alstat, Nikki Tuffree, and Terry Gerber.  Also present were Nick & Jenifer Howard, Chief Jeremiah Burdick, Librarian Sarah Strunz, DPW Director Nick Todd, and Clerk Sherri Waege.   Absent was Jason Knox.

AGENDA VERIFICATION

                Clerk Waege verified that on January 5, 2023 copies of the agenda were delivered to the President and Trustees; posted at the Village Hall, Library, Bank of Brodhead, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Tuffree, seconded by Schmidt to approve the minutes of the Regular Board Meeting of December 27, 2022.  Motion carried.

DRAW NAMES FOR BALLOT PLACEMENT

                Jenifer Howard drew the following names for Village Trustee for ballot placement for the April 4, 2023 Spring Election:  1.  Cami Myers-Alstat  2.  Beth Schmidt  3. Nikki Tuffree.  Dennis Burtness will appear on the ballot as the only candidate running for Village President.

CITIZENS WISHING TO BE HEARD

                President Burtness explained that it is Law Enforcement Appreciation Day.   President Burtness thanked Chief Burdick and our officers for all that they do to protect the residents of the Village.  President Burtness added that the officers put their lives on the line for the residents and make a big difference in our lives.

UNFINISHED BUSINESS

                Resolution R-2022-07 setting aside unused funds from 2022.  Motion by Tuffree, seconded by Gerber to adopt Resolution R-2022-07 which sets aside $30,000.00 unused funds in 2022 from the Police Department for squad replacement and $5,000.00 for equipment purchases.  Motion carried.

                Full Water Rate Increase.   Clerk Waege explained that they met with Ben Heidemann and Amy from Town and Country Engineering regarding upcoming improvements for the water utility.   Ben & Amy recommended that the Village wait for the Rate Increase Study until a list of projects is approved so a loan amount can be determined.  No action was taken.

NEW BUSINESS

                Planning Commission Recommendation to amend C-1 General Commercial District Ordinance to regulate the appearance, construction, location, and maintenance of buildings in the designated downtown commercial area.  President Burtness explained that the Economic Development Committee reviewed ordinances from other municipalities, and that this ordinance will provide a balance for the commercial areas in the Village.   Clerk Waege explained that the Planning Commission recommended removal of the item that prohibited vinyl signs outdoors.    Clerk Waege explained that the Economic Development Committee explained that the intent was to avoid vinyl banners for signs.    Motion by Tuffree, seconded by Myers-Alstat to accept the Planning Commission recommendation to approve the C-1 Commercial ordinance amendment to regulate the appearance, construction, location and maintenance of buildings in the designated downtown commercial area and to add that vinyl banner signs for businesses are prohibited.  Motion carried.

 

DEPARTMENT HEAD REPORTS

                Motion by Tuffree, seconded by Gerber to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Gerber, seconded by Tuffree to approve the vouchers with a check range of 35277-35293.  Motion carried.

ADJOURN

                Motion by Gerber, seconded by Tuffree to adjourn at 7:54 p.m.  Motion carried.
