CALL TO ORDER
President Gary Phillips called the meeting to order at 7:00 p.m. Present were President Phillips, Tina Suiter-Meyers, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox. Also present were Attorney Michael Oellerich, Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.
Absent was Beth Schmidt.
AGENDA VERIFICATION
Clerk Waege verified that on February 21, 2020, copies of the agenda were delivered to the President and Trustees; and posted at the Library, Village Hall, and Farmers & Merchant’s Bank. There were no additions made to the agenda.
MINUTE APPROVAL
Motion by Knox, seconded by Boyce to approve the February 10, 2020 minutes. Motion carried.
CITIZENS WISHING TO BE HEARD

VILLAGE PRESIDENTS UPDATE
President Phillips explained that he is still working on residential development with a private developer.

NEW BUISNESS
Police Committee Recommendation to adopt Ordinance 41-13 Employee Background Checks. Motion by Gerber, seconded by Suiter Meyers to accept the Police Committee Recommendation to adopt Ordinance 41-13 which sets the guidelines for obtaining all states employee background checks for new employees. Motion carried.
Police Committee Recommendation to adopt/amend Ordinance 288-2,288-3, and 240-15 regarding Electronic Nicotine Devices. Motion by Knox, seconded by Gerber to accept the Police Committee Recommendation to adopt and amend ordinances 288-2,288-3, and 240-15 which outlines the use of Electronic Nicotine Delivery Systems for minors in the Village. Motion carried.
Police Committee Recommendation to approve Operator Licenses. Motion by Boyce, seconded by Knox to accept the Police Committee Recommendation to grant Operator Licenses to expire June 30, 2020 to Chase Brauns, Bryn Erickson, and Wayne Feggestad. Motion carried.
Public Works Committee Recommendation to Purchase a New Tractor. DPW Director Todd was present and explained that they serviced the Case Tractor and found many things wrong with the tractor. Pieces of bushings and bearings fell out, all seals and the master cylinder are leaking, and it has transmission problems. Director Todd explained that the tractor is not safe to drive due to its condition. Motion by Gerber, seconded by Suiter-Meyers to accept the Public Works Committee Recommendation to have the water utility purchase the Case tractor from Miller Bradford for 101,868.00 which includes the trade in value, extandahoe option, and thumb option. Motion carried.
Approve Committee to work with Wisconsin Economic Development. Motion by Tuffree, seconded by Suiter-Meyers to appoint Diana Grenawalt, Vickie Marchant, Heidi Melton, Molly Phillips, and Sherri Waege to a Committee that will work directly with Wisconsin Economic Development Corporation to better utilize their programs. Roll Call Vote-Suiter-Meyers, Boyce, Gerber, Tuffree, and Knox-all YES, Phillips-ABSTAIN. Motion carried.
Adopt Resolution R-2020-01 authorize the Village Clerk to sign Closing Documents. Clerk Waege explained that the Resolution on file is specific to closings at the Business/Industrial Park. Clerk Waege further explained that the Village has since sold lots and may sell additional land in the future that are not in the boundaries of the Business/Industrial Park. Motion by Gerber, seconded by Suiter-Meyers to adopt Resolution R2020-01 to authorize the Village Clerk to sign closing documents for all village closings. Motion carried.
VOUCHERS
Motion by Suiter-Meyers, seconded by Knox to approve the vouchers for $180,582.40 (including $147,859.99 to the Board of Commissioners of Public Lands and $10,899.32 for Utility Service Company). Motion carried.
