VILLAGE OF ORFORDVILLE

Regular Board Meeting

Monday, March 23, 2020  7:00 P.M.

CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox.   Also present were Jason Nehls, DPW Director Nick Todd, Chief Brian Raupp, and Clerk Sherri Waege.  The Village Board Room was set up to comply with the social distancing recommendations for the COVID-19 epidemic. 

AGENDA VERIFICATION

                Clerk Waege verified that on March 20, 2020, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Bank of Brodhead-Orfordville Branch.   There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Knox, seconded by Boyce to approve the March 9, 2020 Regular Board Meeting and March 17, 2020 Special Board Meeting.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

VILLAGE PRESIDENTS UPDATE

                President Phillips explained that he and Village Department Heads have been attending daily briefings through Wisconsin Public Health and the Rock County Health Department.   President Phillips further explained that the Village is trying to stay on top of things and get information out to the residents.    President Phillips further explained that two new laptops have been purchased for Chief Raupp and Clerk Waege to work from home if necessary.  President Phillips would like to get one more for DPW Director Todd.   Tuffree will check and see what she has available at her home to see if we can use one of hers.  President Phillips also explained that the Village has started tracking expenses that are a result of extra things needed to prepare for the COVID19 outbreak.   Chief Raupp explained that they are saying FEMA may reimburse up to 75% and the state reimburse 12.5%.

NEW BUSINESS

                Planning Commission Recommendation for a Conditional Use Permit.   Motion by Knox, seconded by Schmidt to Jason Nehls/LRN Properties for multi housing at 201 S. Wright Street.  Motion carried.

                Operator License.  Motion by Tuffree, seconded by Boyce to accept the Police Committee recommendation to grant an Operator License to expire June 30, 2020 to Janet Statton.  Motion carried.

                Public Works Recommendation to install 200 AMP Service at the shed at the Village Hall.   DPW Director Todd explained that the Village pays an electrician around $800.00 each June to run a temporary 200 AMP service for the Carnival Workers for June Days.    DPW Director Todd explained that the temporary line is dangerous and a large liability for the Village as it is a 200 amp service that is wrapped but lies on the ground.   DPW Director Todd further explained that cars were driving over the line last year, even after the area was blocked off.  DPW Director Todd also explained that the department is moving things around and that the shed could be used primarily for the utilities.   The service would be a benefit to the department to have year round.   DPW Director further explained that the expense will eventually be paid for if we forgo the temporary service expense, like the Village has been paying for the temporary service for the last few years.  Knox explained that he would like to see a second bid due to the high cost.    Motion by Boyce, seconded by Knox to table to the April 27, 2020 meeting to allow time for a second quote.  Motion carried.

                Possible Referendum for Police Department.   President Phillips explained that the Police Committee has been discussing the possibility of putting a referendum on the November ballot to pay for another full time officer.    President Phillips explained that he is not against the idea, but feels the Village’s need for additional residential development is also a big need right now.  President Phillips further explained that additional development will bring additional tax dollars which could also help with police expenses in the future.   Chief Raupp explained that he sees both sides of the issue and understands the need for residential development in the Village.   Motion by Tuffree, seconded by Suiter Meyers to decide against proceeding with the referendum for an additional police officer for the November election.  Motion carried.

                Amend Resolution R-2019-11 Election Board.    Clerk Waege explained that she has asked her regular election workers to not work this election due to the COVID 19 Virus.  Clerk Waege explained that she would like to add the Library Staff as alternates on the Resolution.  Clerk Waege further explained that Randi Mielke, the former Clerk with the Village of Footville has also offered to help the Village.   Clerk Waege added that she will add Mielke to the regular list as she is fully certified.  Motion by Gerber, seconded by Boyce to amend Resolution R-2019-11 to add the library staff as alternates and Randi Mielke as a poll worker.  Motion carried.

                Televising Sewer Lines.  DPW Director Todd explained the map of the sewer lines that he would like televised.  DPW Director Todd further explained that he used the Inflow and Infiltration Survey from 2010 as a source to determine which lines should be televised.   DPW Director Todd further explained that unused grant money from Rural Development will be used to pay for the televising.  Motion by Tuffree, seconded by Schmidt to approve the bid from Great Lakes TV & Seal Incorporated for televising sewer lines at the cost of $17,843.32.    Motion carried.

                Closing the Village Garage Parking Lot to Thru Traffic.  DPW Director Todd explained that there are two issues with the parking lot.  The first being that residents use it as a through street to S. Richards Street and Clark Street.   DPW Director Todd explained that the cars that turn off of S. Richard Street are going very fast and pose a hazard for the department when they are coming and going from the Village Garage.    DPW Director Todd explained that one of the employees was almost hit two weeks ago.  The second issue is that the parking lot is in very poor shape and needs to be done, it would be best if unnecessary traffic stay off the parking lot due to its continued deterioration.    DPW Director Todd explained that the parking lot services one home in the Village.   DPW Director Todd has spoken with the home owner and he is in agreement with closing the parking lot off to the through traffic.   The homeowner will access his home from Clark Street.    Motion by Knox, seconded by Gerber to close off the parking lot with concrete barriers at the intersection of S. Richards Street and to remove the stop sign from the parking lot going onto S. Richards Street.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Gerber to approve the vouchers of $27,051.90.  Motion carried.
