Annual Organizational Meeting

Tuesday, April 21, 2020  6:00 P.M.

CALL TO ORDER

                President Gary Phillips called the meeting to order at 6:00 p.m.  Present were President Phillips, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Tina Suiter Meyers and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on April 2020, copies of the agenda were emailed to the President and Trustees; and posted on the door of the Village Hall and at the Orfordville Post Office.  There were no additions made to the agenda.

APPOINT VILLAGE TRUSTEE

                Motion by Schmidt, seconded by Tuffree to accept President Phillip’s recommendation to appoint Tina Suiter Meyers to the vacant trustee position.  Motion carried.

RESOLUTION R-2020-04 SETTING APPOINTMENTS AND COMMITEES

                Knox asked if he had to complete his term through 2022 on Board of Appeals since he was changed to an alternate.  Clerk Waege explained that she did not think so as appointments and committees are approved annually but will verify with Attorney Michael Oellerich.   Motion by Tuffree, seconded by Schmidt to adopt Ro2020-04 to set Committees and Appointments for 2020-2021.  Motion carried.

PRESIDENTS UPDATE TO THE BOARD MEMBERS

                President Phillips explained the following:

·          President Phillips attends the daily public health meetings via telephone conference everyday at the Village Hall.  President Phillips explained that Chief Raupp, Chief Ryan, DPW Director Todd, and Clerk Waege also participate.   President Phillips explained that the police and fire departments are good for now with the PPE supplies.  President Phillips further explained that the smaller communities are mostly doing good with supplies; however, the larger communities, local hospitals, and nursing homes are not and are also short on test kits.   President Phillips also explained that everyone is competing against each other to get supplies that they need.

·         Residential Development is still moving forward.   President Phillips explained that he spoke with Zach Knutson who is planning on moving ahead in the Village.  President Phillips explained that the two have discussed a final price needed for the lift station and that it will be coming to a board meeting soon.

·         There is a possibility of a 46 unit apartment residential development on Brodhead Street between the WWTP and Ace Hardware.   President Phillips explained that he is looking into a pay as you go TIF District that Janesville and Beloit are using for multifamily development.

·         President Phillips explained that he has focused on the residential development because it can bring a significant increase in annual revenue for the Village, will bring more kids to our schools, and bring additional dollars to our utilities.

·         Sonic has started working on bringing fiber optic to the Village and is working on the south side of town first.    They have had setbacks due to rain.
