VILLAGE OF ORFORDVILLE

Special Board Meeting

Wednesday, April 8, 2020  6:00 P.M.

CALL TO ORDER

                President Gary Phillips called the meeting to order at 6:00 p.m.  Present were President Phillips, Beth Schmidt, Chuck Boyce, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Tina Suiter-Meyers.

AGENDA VERIFICATION

                Clerk Waege explained that on April 7, 2020, copies of the agenda was emailed to the President and Trustees; and posted on the door of the Village Hall and at the Post Office.  There were no additions made to the agenda.  

EXTEND EMERGENCY DECLARATION

                Motion by Boyce, seconded by Schmidt to amend the original Emergency Declaration that was approved on March 17, 2020, by extending it an additional 45 days to expire May 23, 2020.   Motion carried.

RESOLUTION R-2020-03

                Motion by Gerber, seconded by Boyce to adopt Resolution R-2020-03 to proclaim April 30, 2020 as Stand against Racism Day in Rock County. Motion carried.

AMEND ORDINANCE 304-13

                Motion by Gerber, seconded by Knox to amend Ordinance 304-13 to remove the stop sign at the Ally/Parking Lot of the Village Hall and S. Richards Street.  Motion carried.

AMEND ORDINANCE 240.1

                Chief Raupp explained that adopting State Statute 252.25 would allow the Village to enforce penalties for those that violate laws regarding to health.  Motion by Tuffree, seconded by Schmidt to adopt State Statue 252.25 to incorporate the following into Village Ordinance 240.1 “ 252.25 Violation of law relating to health.  Any person who willfully violates or obstructs the execution of any state statute or rule, county, city or village ordinance or departmental order under this chapter and relating to the public health, for which no other penalty is prescribed, shall be imprisoned for not more than 30 days or fined not more than $500 or both.”  Motion carried.

                Motion by Gerber, seconded by Tuffree to adjourn at 6:10 p.m.  Motion carried.
