CALL TO ORDER

                President Dennis Burtness called the meeting to order at 7:00 p.m.  Present were President Burtness, David Olsen, Beth Schmidt, Nikki Tuffree, Terry Gerber, and Terry Morris.  Also present were Dan Bartelt, Kerry Knutson, Vinnie Nafzger, Librarian Sarah Strunz, Chief Jeremiah Burdick, DPW Director Nick Todd, and Clerk Sherri Waege.  Absent was Cami Myers-Alstat.

AGENDA VERIFICATION

                Clerk Waege verified that on June 7, 2024, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Morris, seconded by Gerber to approve the minutes of the  May 28, 2024 Regular Board Meeting and June 3, 2024 Special Board Meeting.  Motion carried.

BOARD OF REVIEW

                Clerk Waege explained that the Board of Review will be held in October, due to the required revaluation in 2024.   Clerk Waege does not have an exact date yet.  Motion by Tuffree, seconded by Gerber to adjourn Board of Review to the October 14, 2024 meeting.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Dan Bartelt of 314 W. Brodhead Street was present regarding flooding on W. Brodhead Street.   Bartelt explained that the water was over the curbs during the rain event last Monday.  Bartelt further explained that the drainage ditch on W. Brodhead Street has a concrete swale on the bottom, but is now full of debris, which prevents the water from draining to Swan Creek.  Bartelt further explained that there is no storm sewer on W. Brodhead Street until you get to Ace Hardware, which is another reason for the backup.  Bartelt explained that the residents on W. Brodhead Street get water in their basements due to the backup.   DPW Todd explained that the ditch was cleaned out four and a half years ago.  And is scheduled to be cleaned out this summer.  DPW Director Todd further explained that they will rent a mini backhoe to clean it out.  DPW Director Todd also explained that there are issues with the culvert further down the line to Swan Creek.

                President Burtness explained that on Monday, March 25th, Governor Evers signed into law designating a portion of Hwy 11 from Genesis Drive in Orfordville to County B by Footville as the Benjamin Neal Memorial Highway.  We were not contacted by the state until May 13th describing their requirements for sign placement.  President Burtness,  along with Steve Haberman of Footville,  have been in contact with both the WisDOT Statewide Signing Engineer and the Rock County Director of Public Works.  It will take some time to get it done, but wanted everyone to know that our local communities are doing what we can to move this along.  DPW Director Todd explained that the sign will go near the Welcome Sign on Highway 11.  DPW Director Todd further explained that he has purchased trees to plant behind the sign.

                President Burtness expressed his thanks to the June Days Committee of Tory Baars, Darla Grenawalt, Vickie Marchant, and Kerrie Schmidt,  CEC, DPW, OPD, OFD and all hardworking volunteers helping to make June Days a success.

UNFINISHED BUSINESS

                Fireworks Ordinance, Chapter 172.  The final draft was reviewed.   Discussion held on adding the Police Department to 172-3(G) in regards to who has the authority to revoke a permit. Motion by Tuffree, seconded by Morris, to amend ordinance 172-3 as presented and to add the Police Department to 172-3(G).   Motion carried.  A copy of the draft is available at the Clerk’s Office.

                Second Driveway at Vinnie’s Auto Body at 109 S. Wright Street.   Kerry Knutson was present and explained that he has always used the driveway that was in place, he simply added gravel and widened the driveway to allow for it to dry out.  Clerk Waege explained that village ordinance requires permits for driveways and  allows one driveway per parcel.  Knutson explained that he has been using the driveway for years and that the curb has been cutout for a long time.  Knutson apologized and said he just wanted to improve what was already in place.   Motion by Gerber, seconded by Morris to approve the second driveway at Vinnie’s Auto Body at 109 S. Wright Street which will serve the back of Knutson’s property at 206 E. Beloit Street.  Motion carried.

NEW BUSINESS

                Resolution R-2024-05 Social Media Policy for Village Board and Committee Members.  Motion by Tuffree, seconded by Schmidt to adopt Resolution R-2024-05 that sets guidelines for Social Media for Village Board and Committee Members.  Motion carried.

                Personnel Policy Amendments.    Discussion held on some of the amendments.  More time is needed for review.  Motion by Tuffree, seconded by Morris to table to the July 8, 2024 meeting.  Motion carried.

DEPARTMENT HEAD REPORTS

                Motion by Gerber, seconded by Schmidt to approve the May Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Olsen, seconded by Schmidt to approve the Vouchers with a check range of 37150-37186.  Motion carried.

ADJOURN

                Motion by Morris, seconded by Gerber to adjourn at 7:55 p.m.  Motion carried.
