CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips, Beth Schmidt, Cami Myers-Alstat, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Engineer Nick Bubolz, Andy Olsen, Librarian Sarah Strunz, Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.   Absent was Tina Suiter-Meyers.

AGENDA VERIFICATION

                Clerk Waege verified that on July 9, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Knox to approve the June 28, 2021 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                Andy Olsen of 304 Willow Street was present regarding unrepaired damage to his and his neighbor’s property from Spectrum/Charter from last year.   Olsen explained that there is still a cable from the apartment house going through the back yards.  Olsen further explained that a utility box on the South side of his property is damaged and open.   DPW Director Todd explained that he will contact the local representative for Spectrum Charter and have him come out to look at the property.   Olsen suggested that the Village attorney also send a letter to Spectrum Charter.

UNFINISHED BUSINESS

                Future amendment of the zoning code in regards to permitting sheds, fences, and pools.  Clerk Waege explained that the Building Inspector is on vacation.   No action was taken.

NEW BUSINESS

                Resolution R-2021-15 to award the sale of General Obligation Bonds.  Clerk Waege explained that Ehlers has delayed the sale as they would prefer to wait until they have a copy of the 2020 Village Audit.  Motion by Gerber, seconded by Tuffree to table to the July 26, 2021 Regular Board Meeting.  Motion carried.

                Awarding bid for 2021 Resurfacing Project.    Engineer Nick Bubolz was present to explain the bids from the bid opening that was held at 1:00 p.m. today.  Engineer Bubolz explained that Payne & Dolan Inc. and Rock Road Companies Inc. both submitted bids, with the low bid being Rock Road  Companies Inc.   Motion by Tuffree, seconded by Schmidt to accept the bid from Rock Road Companies Inc. for $429,733.67 to pulverize and surface N. Maple Street, one block of E. Rime Street, S. Richards Street, Oak Court, Hickory Court, Olson Drive, and the Village Parking Lot, Alternate Bid 1 for $43,290.18 to repair Gifford Street, Alternate Bid 2 for $74,699.92 to pulverize and surface all of E. Hamblett Street, and Alternate Bid 3 for $ 32,537.37 to pulverize and resurface the service road and bleacher area at Purdy Park for an overall total of $580,261.14.  Motion carried.    Engineer Bubolz explained that the project will be complete by the end of October.

                Operator Licenses.  Motion by Knox, seconded by Gerber to approve the Operator License to expire June 30, 2022 for Analyse Woracheck and to table the Operator License for Stephanie Smith to July 26, 2021 to allow time to receive the background check back.  Motion carried.

                Class “B” Fermented Malt Beverage and Class “C” Wine License.  Motion by Tuffree, seconded by Knox to grant a Class “B” Fermented Malt Beverage and Class “C” Wine License to Gustavo Guzman Rodriquez for Taqueria Guzman located at 100 E. Spring Street.  Motion carried.

DEPARTMENT HEAD REPORTS

                Motion by Tuffree, seconded by Schmidt to approve the Department Head Reports.  Motion carried.

VOUCHERS

                Motion by Knox, seconded by Gerber to approve the vouchers #33343-#33393 for $95,521.79.  Motion carried.

ADJOURN

                Motion by Knox, seconded by Gerber to adjourn at 7:36 p.m.  Motion carried.
