CALL TO ORDER

                President Gary Phillips called the meeting to order at 7:00 p.m.  Present were President Phillips, Tina Suiter-Meyers, Beth Schmidt, Cami Myers-Alstat, Terry Gerber, Nikki Tuffree, and Jason Knox.  Also present were Kerrie Schmidt, Brian from Commercial Vortex, Joe Murray from Ehlers, Attorney Michael Oellerich, Chief Brian Raupp, DPW Director Nick Todd, and Clerk Sherri Waege.

AGENDA VERIFICATION

                Clerk Waege verified that on July 23, 2021, copies of the agenda were delivered to the President and Trustees; and posted at the Village Hall, Library, and the Orfordville Post Office.  There were no additions made to the agenda.

MINUTE APPROVAL

                Motion by Gerber, seconded by Tuffree to approve the July 12, 2021 minutes.  Motion carried.

CITIZENS WISHING TO BE HEARD

                None.

VILLAGE PRESIDENT’S UPDATE

                President Phillips explained that four more building permits were given for homes in Mill Valley, which brings the total to 9 new homes.  President Phillips explained that there is still interest in the Business Park.  President Phillips further added that the street projects should be starting in the near future, with completion done by October 30th.

UNFINISHED BUSINESS

                Resolution R-2021-15 General Obligation Bonds, Series 2021A.  Joe Murray of Ehlers was present to explain that the bond sale was held earlier in the day.  Murray explained that the sale went well and the interest rate was lower than what was projected.  The lower rate is a benefit as it lowers the projected tax levy for the annual payment.  Motion by Gerber, seconded by Tuffree to adopt Resolution R-2021-15 to award the Sale of $3,290,000.00 General Obligation Corporate Purpose Bonds, Series 2021A.   Motion carried with all voting in favor.

                Splash Pad Update.  Kerrie Schmidt from the Orfordville Lions Club was present to update the Village on the Splash Pad.  Schmidt explained that she has been contacted by community members that would like to assist with the project.  Schmidt further added that positive things are happening in the Village right now and a splash pad would draw people to town for housing and shopping at our local businesses.    Schmidt explained that she met with Karl Stuvengen and DPW Director Nick Todd regarding the location at Purdy Park.  Schmidt explained that the volleyball court area is the best location as the water is available and the fence is already in place.   Discussion held on a pass through system for water or a chemical treated system.   Discussion held on maintenance which could be an annual cost of $10,000.00.  Schmidt added that she would like to start fundraising so that the project could be complete in 2023.  Brian from Commercial Vortex was present as he sells the equipment for Splash Pads and he explained that the system usually uses 30,000 to 40,000 gallons a day and typically is in use 80 days a year.   Discussion held on the sewer cost for the water.  Brian from Commercial Vortex explained that the water is often discharged into the storm sewer if it is untreated.  Motion by Knox, seconded by Tuffree to have the Orfordville Lions Club to move forward with the Splash Pad project at Purdy Park.  Motion carried.

                ATV/UTV Ordinance.   Attorney Oellerich was present to explain the ordinance.  Discussion was held on the ordinance that was presented after previous discussions.   Motion by Gerber, seconded by Myers-Alstat to approve the ATV/UTV Ordinance which will be in Chapter 302, sections 34 and 35 as presented with the following changes:  Section 304-364, Item (3) shall be changed to say that The Village designates all roadways within the Village jurisdiction as ATV/UTV roads, to remove item A in 304-34, and to change Section 3 to state that this ordinance shall take effect after posting as required by law and installation of all required signs in accordance with Wisconsin Statutes 23.33(8( (e ).   Roll Call Vote-Schmidt, Myers-Alstat, Gerber, Tuffree, Knox, and President Phillips-YES, Suiter-Meyers-No.  Motion carried.   Attorney Oellerich will get the revised copy to Clerk Waege for signatures.

 Additional discussion on the separate Signage Agreement with the Western Rock County ATV Club.   Knox would like to revise the Sign Agreement and take it back to the club for final review.  Knox would like to add language that shows that the ATV Club maintains ownership of the signs and any poles that they have to purchase.  Knox would prefer that the signs go on existing poles when possible.  Knox also suggested that Item G give the ATV Club 30 days to order replacement signs.  No action was taken on the Sign Agreement with the ATV Club pending approval from the ATV Club.  The item will appear on the August 9, 2021 Regular Board Meeting Agenda. 

NEW BUSINESS

Operator Licenses.  Chief Raupp explained that the background checks all came back fine.  Motion by Schmidt, seconded by Knox to approve Operator Licenses to expire June 30, 2023 to the following:  Lori Boers, Mary Dummer, Wayne Feggestad, Sandra Giddley, Henry Maas, Destiny Mason, Dawn Muenchow, Stephanie Smith, and Tyler Terry.  Motion carried.

New Mower for Public Works.   DPW Director Todd explained that both of the Jacobson mowers are down.    The newer one needs new tires, brakes, and a new deck.    DPW Director Todd explained that Jacobson mowers are more designed for golf course mowing and not the rougher terrain that the Village mows.  DPW Director Todd had prices from Mid State Equipment for  John Deere and from Johnson Tractor for  Kubota.  DPW Director Todd explained that Mid State Equipment could not get the mower until September, and that Johnson Tractor who had the lower bid has a Kubota  at their Harvard location.   DPW Director Todd explained that he would like the Village to have three mowers, one owned by Parks, one owned by Streets, and one by the Utilities.  DPW Director Todd explained that he has money in the sewer maintenance budget for the mower.  Motion by Tuffree, seconded by Schmidt to purchase the Kubota mower from Johnson Tractor for $19,549.12 using Sewer Utility budget money, and to authorize DPW Director Todd to sell the older Jacobson on Wisconsin Surplus.  Motion carried.

TREASURER REPORT

                Motion by Tuffree, seconded by Gerber to table to the August 9, 2021 meeting. Motion carried.

VOUCHERS

                Motion by Knox, seconded by Suiter-Meyers to approve the vouchers for $138,448.60 with a check number range of 33398-33451.  Motion carried.

ADJOURN

                Motion by Knox, seconded by Suiter-Meyers to adjourn at 8:38 p.m.  Motion carried.
